"'t., rJ

June 21, 2001

To:
From:

Ramsey City Staff and Planning Commission
Christine Gates (7630 l66th Ave NW Tel: 763-753-7528)

RE: Comments for Public HearinglProposed Comprehensive Plan June 21,2001

1.) Regarding the Central Planning Area that the City will be studying:
· What type of development is being looked at? Business.. housing.. ecL?
· Is this study contingent upon a certain part of the current comprehensive plan?
· What specific factors are taken into consideration during the study to determine the
appropriate level of development?
· Because this area is already developed, I would like to understand what changes are or would
be considered? For example, will parks or trails be lost? Will streets be changed? If one of the
guiding principles is to preserve natural resources, why is this area being looked at?

2.) Is there a "phase" showing the implementation of the plan? (The order in which this plan will occur?)
What will come first?

3.) Regarding the resolutions for Land Use Issues
· How will the issues WITHOUT resolution be resolved?
· Who will resolve them?
· Are the resolutions as per this plan written in stone?

4.) Regarding the Land Use Issue pertaining to individual property rights, in summary what is the conflict
causing there to be no resolution?

5.) Regarding MUSA expansion - what types of services for rural residents are being referred to?
· It is my understanding that much of the rural area is "grand-fathered" in to the septic/well
system? Is this true? Can this be changed? What is the cities view on the area with the septic
& well systems?

6.) What is meant by " provide for efficient and timely extension of municipal sewer services"?
What extension - where is this to take place? Is this referring to new development only?

7.) What are the transportation solutions in the plan?
· If these are currently still being looked at - are their residents who COMMUTE involved?
