<br />Finance Officer Lund explained this authorization policy would relate to consultants; it would <br />not include construction contracts. <br /> <br />Councilmember Jeffrey indicated there should also be a staff member responsible for consultant <br />contracts that can make decisions regarding the contract. <br /> <br />City Administrator Norman indicated staff will include an addendum to the Purchasing Policy <br />that applies to consultant contracts. <br /> <br />Councilmember Jeffrey indicated the authorization process for the change order should be <br />spelled out specifically in the addendum. <br /> <br />Councilmember Strommen noted the Council had discussed providing the consultant with a letter <br />outlining the contract process. <br /> <br />Councilmember Elvig stressed that there should always be a point person for each contract. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />QCTV Update Format <br /> <br />City Administrator Norman requested direction from the Council regarding the current format of <br />QCTV Council Updates. <br /> <br />Councilmember Elvig expressed concern that Councilmembers are not notified in a timely <br />manner regarding the many time changes to the Council Update schedule. <br /> <br />Assistant City Administrator Nelson indicated she will discuss the concern with QCTV.
