<br />installed on 145th and Sunwood. Those are City extensions and if the decision is to initiate them <br />after this project that can be done. Mayor Gamec suggested if the sidewalk is a concern it should <br />be looked at the whole way down 1515t Lane. Mr. Wayne Olson, 5830 1515t Lane NW, <br />requested clarification regarding the proposed location of the sidewalk. Public Works Director <br />Olson indicated the sidewalk would be included on both the north and south sides of 151 5t Lane. <br />Councilmember Elvig stated if there is a dysfunctional situation already on 1515t Lane, he thinks <br />it should be incorporated into the turn lanes, the broadening of the road, and sidewalks. This <br />would need to be addressed in order for him to consider these findings of fact in the approval. <br />Councilmember Elvig requested clarification that the current proposal includes a right hand turn <br />from northbound CR 5 into 1515t Lane westbound. Public Works Director Olson responded in <br />the negative. He explained there would be a right hand turn from southbound to westbound, a <br />left turn lane northbound to westbound, and a bypass lane for those turning left so they can <br />continue north. Councilmember Elvig explained if they include a sidewalk on the north side and <br />have a crosswalk at the intersection his concern is people coming at 55 mph and slamming on the <br />brakes to make an immediate right turn, as opposed to a turn lane where there is an opportunity <br />to slow down and stack, and carefully move to the right lane. Councilmember Cook noted one <br />thing to point out is that this development will shorten a long cul-de-sac and provide another <br />access out. Councilmember Jeffrey asked if the bypass lane in this case will interfere with the <br />entrance to the existing City Hall. Public Works Director Olson explained this location will be <br />almost identical to the situation at Lord of Life for the Ponds subdivision where there is a <br />northbound bypass lane, a left turn into the Ponds subdivision, and a right turn lane for Lord of <br />Life. There is a possibility of drivers continuing in the bypass lane to make a right hand turn. <br />Councilmember Strommen expressed concern regarding the finding in relation to the traffic <br />impacts. She stated the developer has made changes that address a lot of the issues, but she is <br />not sure they are there yet. It is difficult to understand the entire situation with the plat cutting <br />off. She has to travel CR 5 every day to get out of her neighborhood, and the whole picture of <br />this area needs to be seen. The situation with Lord of Life and The Ponds subdivision is not <br />ideal. She does not know that she can say she agrees with the finding in relation to traffic <br />impacts without having looked at the whole picture. CR 5 is not a safe road with people driving <br />55 mph, and turning right and left. In addition, Councilmember Jeffrey has brought up a good <br />point about the situation at the old City Hall. She stated she would like to review CR 5 from <br />Alpine Drive to Sunwood Drive. Councilmember Elvig indicated this is a concern to him as <br />well. He suggested moving this development along with the Alpine DriveINowthen Boulevard <br />intersection to be reviewed. Mayor Gamec asked if there will be a turn lane going into The <br />Meadows. Public Works Director Olson replied the intersection of Sunwood Drive and CR 5 <br />will get turn lanes as part of the GM plat. There will be a lot of improvements that occur to this <br />street. He understands CR 5 is a fast moving street, but his concern is in asking this developer to <br />take on too much. Councilmember Strommen explained she is not asking this developer to take <br />on all of the improvements, but she would like to review the entire picture of this area. Without <br />doing this it is difficult to say if she can agree with the finding statement in relation to the traffic <br />impacts. Community Development Director Trudgeon advised the 120 day timeline has been <br />reached with this development request. Ms. Jody Shank, 5908 1515t Lane NW, stated the 35 mph <br />school zone stops before 1515t Lane and there will be people increasing their speed, stopping to <br />turn left onto 1515t Lane, and stopping to turn right. Councilmember Elvig asked procedurally if <br />the finding statement regarding the traffic impacts could be pulled, or if this intersection would <br />be targeted as a condition.
