<br />builders with lower end housing that created some rental markets that have created problems. <br />Their goal is not to contribute to any type of problem like that. They have designed upper end <br />twinhome living that they thought would be a perfect transition from the commercial uses, and <br />still fit in with the residential area. They are trying to look at a way to maximize the use of this <br />property without hurting the neighborhood. The owner paid the lion's share of bringing the <br />trunk line up here due to the parcel size; if he pays it off over time it will be close to $60,000. <br />This makes it difficult to do an R -1 development. He understands the concerns that have been <br />expressed by the residents, but that is not what they are trying to do with this property. <br /> <br />Councilmember Olson inquired about the style of the proposed housing. <br /> <br />Mr. Murphy replied twinhomes are planned with two stories and a basement, including a master <br />bath and master bedroom on the main level, which would appeal to the elderly. The price point <br />would be $275,000. <br /> <br />Mayor Pro Tern Elvig indicated from what he determines from the notes on this project both the <br />commercial and the residential uses do not want the zoning to be changed on this property. <br /> <br />Mr. Murphy replied they would like Mr. Holmes to be able to use his land for something that is <br />at least worth his investment in the property. Mr. Holmes was a big part of getting the City <br />sewer and water in this area. This is not a money grab; there are six units and no one will get <br />rich off this deal. They just want to find a good use for this land. <br /> <br />Councilmember Strommen indicated she would not be in favor of adding another type of zoning <br />to the R-l and B-2 zoning that is currently surrounding this property. <br /> <br />Mayor Pro Tern Elvig indicated his concern is that part of the dilemma is to find the best use for <br />this property. With 1.1 acres at $150,000 and the $60,000 in assessments, $210,000 would be <br />the cost for a single family lot behind Superbowl. <br /> <br />Mr. Richard Wollens, 6726 - 137th Avenue NW, stated his home is on a lot that is a little under <br />two acres with river frontage, and the home is over 128 feet long. The stature of his home is <br />indicative of this neighborhood, and a couple hundred feet away is a walk path down to a marina. <br />This project is within 300 feet of his property. Some of the nicest homes in the City of Ramsey <br />are on this river corridor. When he built Ramsey Bicycle in this community he looked at a lot of <br />the commercial properties. Commercial property is going up in value, Highway 10 will be <br />realigned, and there will be great increase in demand for commercial property. Mr. Wollens <br />stated this guy wants to make a buck or change the Comprehensive Plan that has been submitted <br />to the Metropolitan Council. There are many uses for this building, such as a small office <br />building or veterinary clinic. Because the owner did not sell the property in one year the Council <br />wants to change the zoning at the expense of multimillion dollar homes on that corridor. The <br />Planning Commission denied the request and he respectfully requests this Council do the same. <br /> <br />Councilmember Jeffrey expressed concern regarding the commercial uses possible on this <br />property. <br /> <br />City Council / September 26, 2006 <br />Page 30 of 39 <br />
