9. To be fully in conformance with the Metropolitan Disposal Systems plans to 2040, the city should commit <br />to identifying additional vacant acres for an urban reserve study area and limit future subdivisions in these <br />areas to ensure that by 2040, 10,570 total sewered homes could be accommodated in the city. The city <br />should also comply with the requirement of requiring all households to hook up to wastewater services <br />within two years of their provision. <br />10. The plan meets surface water planning requirements with the city's adoption of the Lower Rum River <br />WMO watershed management plan and the city's resolution of commitment to both complete a local surface <br />water management plan by December 31, 2002, and to adopt local controls within 120 days to implement <br />MPCA best management erosion control practices and NURP wet detention basin stormwater management <br />criteria. With the March 14, 2001, adoption of an ordinance and ISTS management program, the plan now <br />meets management requirements for on -site waste disposal systems (ISTS). The city's water supply plan <br />does not yet address conservation practices and should be updated as recommended below. <br />11. The Mississippi River Critical Area Corridor/MNRRA plan appears to be consistent with state Critical Area <br />standards and guidelines as defined by Executive Order 79 -19. <br />12. The Mississippi River Critical Area Corridor/MNRRA plan appears to achieve Tier 2 voluntary <br />conformance with the MNRRA Comprehensive Management Plan. • <br />RECOMMENDATIONS <br />That the Metropolitan Council adopt the Executive Summary and Review Record with the following <br />recommendations: <br />2. That the city of Ramsey may put its 2020 Comprehensive Plan into effect with the following conditions: <br />• The city work with the Council to identify sufficient vacant land and limit future subdivisions in these <br />areas to ensure that by 2040, 10,570 total sewered homes could be accommodated within the city. That <br />the final plan remove rural policy #8 which states that urban services will not be extended unless there is <br />a threat to public health so that options can be considered. <br />9. That the city of Ramsey comprehensive plan meets all Metropolitan Land Planning Act requirements for <br />1998 plan updates. <br />10. That to be consistent with the Regional Blueprint permanent rural policies, the city increase the size of the <br />"rural preserve" to at least what was submitted in the December 30, 1999, comprehensive plan, totaling <br />1,900 acres. <br />11. That the city should also comply with the requirement of requiring all households to hook up to wastewater <br />services within two years of their provision, including systems already within the MUSA. <br />12. Upon the approval of plan and prior to the construction of any future extensions or additions to its disposal <br />system, the city must submit a Comprehensive Sewer Plan (Tier II Plan) to the Council for final approval. <br />The comprehensive sewer plan shall be consistent with the city's approved comprehensive plan and reflect <br />any modifications recommended by the Council including revised sanitary flow projections consistent with <br />current flow allocation volumes established by the Council. <br />13. That the Water System Study element of the comprehensive plan be updated to include: 1) data on <br />accounted for loss of water volume and a management program to address that loss; and 2) conservation <br />measures as recommended in the review record; and 3) cross - reference to the previously approved <br />emergency response and conservation plans. <br />14. That the Council recommend to the Department of Natural Resources (DNR) that the Mississippi River <br />Critical Area Corridor/MNRRA plan is consistent with regional objectives and state Critical Area standards <br />as defined by Executive Order 79 -19. <br />20 <br />
