Metropolitan Council <br />Improve regional competitiveness in a global economy <br />April 20, 2001 - <br />Terry Hendriksen <br />Ramsey City Council <br />15153 Nowthen Blvd., NW <br />Ramsey, MN 55303 -6140 <br />Dear Councilmember Hendriksen: <br />Thank you for the clarification of your questions sent by e -mail on April 10, 2001. This letter <br />summarizes the Metropolitan Council responses, as attached. <br />1. What is the Metropolitan Council's position on releasing sewer capacity <br />The Metropolitan Council considered the recommendations of the Council's Environment and <br />Livable Communities committees and took action on this question on March 14, 2001. The <br />Council took a position that it cannot re- allocate interceptor capacity when the interceptor was <br />built to a specific city at that city's request. The March 14, 2000, Council agenda and minutes, <br />the committee reports and the staff report are attached for your review. <br />2. What was the name and location of the PowerPoint presentation (1999 presentation to City <br />Council) that highlighted conversion of large lots to urban lots? <br />The project name is Wicklow Meadows, located in Maple Grove. I have enclosed a printed copy <br />of the information forwarded last week by e-mail from John Kari, Planning Analyst. As indicated <br />in that e-mail, the Metropolitan Council included this project in a presentation of regional <br />examples, but was not involved in the planning or permits for the project. <br />3. How does the Council factor in sewer volume from commercial /industrial use when <br />evaluating sewer capacity? <br />Attached is a response from our Environmental Services Division explaining how we factor in <br />these uses. <br />4. What is the industrial /commercial /residential ratio used for the mixed -use land designation? <br />The attached memorandum from the Environmental Services Division also addresses this <br />question. <br />5. Who were the two individuals who requested sewer capacity at the March 28 Metropolitan <br />Council meeting when the city of Ramsey Comprehensive Plan was reviewed? <br />It is my understanding that Sandi Lindstrom, secretary for the Council meetings, forwarded the <br />minutes to you indicating that city officials spoke. I believe that Councilmember Saundra <br />Spigner also asked if Ramsey's capacity was available for other communities.
