Metropolitan Council
Improve regional competitiveness in a global economy
April 20, 2001 -
Terry Hendriksen
Ramsey City Council
15153 Nowthen Blvd., NW
Ramsey, MN 55303 -6140
Dear Councilmember Hendriksen:
Thank you for the clarification of your questions sent by e -mail on April 10, 2001. This letter
summarizes the Metropolitan Council responses, as attached.
1. What is the Metropolitan Council's position on releasing sewer capacity
The Metropolitan Council considered the recommendations of the Council's Environment and
Livable Communities committees and took action on this question on March 14, 2001. The
Council took a position that it cannot re- allocate interceptor capacity when the interceptor was
built to a specific city at that city's request. The March 14, 2000, Council agenda and minutes,
the committee reports and the staff report are attached for your review.
2. What was the name and location of the PowerPoint presentation (1999 presentation to City
Council) that highlighted conversion of large lots to urban lots?
The project name is Wicklow Meadows, located in Maple Grove. I have enclosed a printed copy
of the information forwarded last week by e-mail from John Kari, Planning Analyst. As indicated
in that e-mail, the Metropolitan Council included this project in a presentation of regional
examples, but was not involved in the planning or permits for the project.
3. How does the Council factor in sewer volume from commercial /industrial use when
evaluating sewer capacity?
Attached is a response from our Environmental Services Division explaining how we factor in
these uses.
4. What is the industrial /commercial /residential ratio used for the mixed -use land designation?
The attached memorandum from the Environmental Services Division also addresses this
question.
5. Who were the two individuals who requested sewer capacity at the March 28 Metropolitan
Council meeting when the city of Ramsey Comprehensive Plan was reviewed?
It is my understanding that Sandi Lindstrom, secretary for the Council meetings, forwarded the
minutes to you indicating that city officials spoke. I believe that Councilmember Saundra
Spigner also asked if Ramsey's capacity was available for other communities. The response
referred back to the March 14 Council action enclosed.
www.metrocouncil.org Metro Info Line 602 -1888
230 East Fifth Street • St. Paul.
