The city also sent plan revisions to address land <br />use, sewers, and water resources and transpOliation comments, a draft resolution relating <br />to on-site sewage system inspections and a sewer system map (received April 3, 2000). <br />Most elements of the plan are now complete for review with the exception of the sanitary <br />sewer element for individual sewage treatment systems (ISTS). <br /> <br />. The March 20,2000 letter indicates the city's intent to study the issues and implement <br />a program consistent with Minnesota Rule 7080, and a draft resolution was included. <br />The plan should include a description of the program that will be implemented (page <br />VIII-2 was not revised and included in the city's submittal). Language is suggested <br />on the attached letter from Environmental Services. <br /> <br />. The city's transportation element text should be corrected to identify SR 47 as an "A" <br />minor arterial, an important reliever for major arterials. If the city or Council ever <br />applies for federal transportation funding tl:lfOUgh the Council, the comprehensive <br />plan would need to show those eligible corridors. <br /> <br />There are substantial land use, sewer policy, Critical Area and water supply issues to be <br />addressed with the city during the review process. We prefer to work with the city to <br />resolve these issues prior to formal review in order to avoid Council action that would <br />require plan modifications. Some issues and questions are summarized below. Others <br />may arise when the plan is found complete and formal review begins: <br /> <br />. The water supply plan updates information, but does not yet address <br />recommendations from the last plan review for conservation and reduction of per- <br />capita use.
