~ Metropolitan Council
~ Working for the Region, Planning for the Future

Environmental Services

April 14, 2000

Mr. Jim Norman, City Administrator
City of Ramsey
15153 Nowthen Blvd
Ramsey, Minnesota 55303

Dear Mr. Norman:

This letter is meant as a follow-up to the meeting between our staff and your city engineer last
Thursday. The subject of that meeting was the city's septic system management program.

The management program is a required element of the city's comprehensive plan update. The
Council has not approved any comprehensive plans for communities with septic systems that did
not include adequate information on how the community was going to manage their septic
systems. An acceptable septic system management program must address the following:

. Adoption of an individual sewage treatment system ordinance that is consistent with
MPCA's 7080 rules
. Requiring the monitoring of all existing septic systems every three years
. Notifying homeowners when it is time to monitor systems
. Tracking when systems are monitored and condition of systems
. Enforcement procedures for failing systems or presenting imminent public health threats .

To help with costs involved in establishing a management program, the Council proposes to give
the City a grant for $10,000 to develop a septic system management program.

If you have any questions about this letter, please call Judy Sventek of my staff at 651- -1156.

Sincerely,

~~

Environmental Services

Thoma cElveen, Director
Community Development

CC: Steve Jankowski, City of Ramsey
Natalie Haas Steffen, Metropolitan Council District 9
Keith Buttleman, Director, MCES Environmental Planning and Evaluation Dept.
Sandra Pinel, Metropolitan Council Sector Representative
Judy Sventek, Metropolitan Council Watershed Coordinator

230 East Fifth Street

St. Paul.
