Minnesota Statute Chapter <br />473.859 Subd. 2 and Subd. 3 describe content requirements for water resource' <br />management, which includes ISTS. The December 1996 Water Resource Management <br />Chapter of the Metropolitan Development Guide establishes direction and action for <br />ISTS on pages 29 and 30. A key policy direction is number 7a, which says, "Support <br />state rules for on-site sewage disposal systems and work with local governments to assist <br />with their implementation". We can conclude that State Rules means Minnesota Rule <br />7080. <br /> <br />As a means to satisfy the Metropolitan Council requirements, the City of Ramsey may consider a <br />memorandum of agreement between the City and the Metro Council or a CC resolution that says <br />something to the affect that the City will look at or discuss establishing an ISTS management <br />program by December of 2000, or within the 2001 budgeting process. <br /> <br />I would also suggest that the City Attorney offer an opinion on the above two issues that remain <br />in question. <br /> <br />Please feel free to contact me at 612.338.0800 with any questions. <br />
