Councilmember introduced the following resolution and moved for its adoption: RESOLUTION # WHEREAS, the City of Ramsey is required by the Metropolitan Land Planning Act to update its Comprehensive Plan; and WHEREAS, the Metropolitan Council has reviewed the Comprehensive Plan draft dated 12/21/99, which was submitted to the Metropolitan Council on 12/30/99, for completeness; and WHEREAS, the Metropolitan Council has requested that the City of Ramsey resolve to adopt the necessary land use controls and revisions to implement the criteria identified in the Metropolitan Council's Interim Strategy to Reduce Non-point Source Pollution; and WHEREAS, surface water management is a significant part or the comprehensive planning goals and policies of the City and was accordingly included in the update ofthe Comprehensive Plan; and NOW THEREFOR BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City of Ramsey will apply Nationwide Urban Runoff Program (NURP) standards for the design of new stormwater ponds and the Minnesota Pollution Control Agency's urban best management practices titled Protecting Water Quality in Urban Areas to the review of any proposed development occurring in the City of Ramsey to reduce non-point source pollutant loadings in stormwater runoff. The City of Ramsey will incorporate these standards and requirements in its stormwater management plan and land use controls to implement this policy. 2) That the City of Ramsey will amend its official land use controls to incorporate these standards within 120 days of the Metropolitan Council's approval of the City of Ramsey's Comprehensive Plan. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent:
