Your proposed changes to page VI-16 re transit, VI-2 re roadways, Table V-6 on V-32, <br />adding a double asterisk note to Table V-7 on page V-34 (except where is the double asterisk item in the <br />Table?), are all approved as proposed. <br /> <br />The changes to VII-5 and XVI-4 regarding referencing the Housing Action Plan were not approved. It was <br />noted that much of the text in the Comprehensive Plan is derived from the text of the Housing Action Plan. <br />If Ramsey has reiterated their position and goals from the housing action plan in the comprehensive plan, <br />then Ramsey's housing section should be considered complete from that perspective. What mechanism <br />is the Metro Council using to require Ramsey to also reference the 1996 housing action plan specifically? <br /> <br />Regarding ISTS, the Council response is that Ramsey is in compliance with 7080. The City has already <br />adopted Rule 7080 by reference in City Code and that is evidenced by the inclusion of Appendix E in the <br />draft comprehensive plan. As the Council reads 7080.0175, it requires the property owner to pump or <br />inspect every 3 years. City Council cannot find where it says that the City is responsible for seeing that <br />the property owners pump or inspect every three years. Council's position is that the City does not have <br />to do any more than 7080 requires and Council is disputing whether 7080 actually requires the City to be <br />the record keeper of the 3 year pumping or inspection program. Bottom line - "what is the City's role in <br />7080, if any". <br /> <br />With regard to the non-point source pollution commitment, I was not adequately prepared. Council's <br />response is that they may not want to design stormwater ponds to the highest possible standards; there <br />could be a situation where they only want to design them to the minimum standards required. They asked <br />the question what is "urban best management practices" They want to know what they are agreeing to <br />and I did not have that information for them. They did not see it as a big deal, just want a memo informing <br />them about what they would be agreeing to. <br /> <br />Steve Jankowski has also been given a deadline of Wednesday for the sewer flow numbers. <br /> <br />So, the next step is for a 3 way conversation between you, Jim N. and me to provide direction on the <br />response to Metro Council's 10 day completeness letter.
