<br />Creative Solutions for Land Planning and Design <br /> <br />Hoisington Koegler Group <br /> <br />m~ <br />~n <br /> <br />MEMORANDUM <br /> <br />Date: <br />To: <br />From: <br /> <br />27 September, 2000 <br />Mark Koegler <br />Brad Scheib <br /> <br />Re: <br /> <br />Ramsey Comprehensive Plan Amendments <br /> <br />Several changes have been made to the Ramsey Comprehensive Plan as per requested by Jim <br />Norman. The changes were made as a result of the City Councils recent changes to the density <br />limits as outlined in your memo to the City of Ramsey dated July 10, 2000. These changes <br />triggered a series of changes to calculations in the land use and sewer chapters as well as the <br />population projections. They also triggered some changes to the land use categories as noted <br />below. Also Note that the Public Water Supply chapter of the comp plan is part of a separate <br />document that the City contracted with Bolton and Menk on. I am assuming that they will need <br />to adjust the water useage projections as well based on the changing population and household <br />projections. <br /> <br />The following is a bullet summary of the changes which are attached. <br /> <br />· Population and Household projections were amended based on density changes. <br />. Land use calculations were updated in tables V-I, V-2, V-6, and V-7 within the land use <br />chapter. Also note that reference to densities were changed where appropriate. The City <br />Council direction of lowering densities to 4 units per acre for Medium Density created a <br />dilemma in that Medium and Low density were essentially the same thing. Therefore I <br />eliminated medium density and converted any lands designated as medium density to <br />high density as they were intended for a higher density use. <br />· Land Use maps were changed to reflect the above discussion. <br />· The transportation chapter contains a few minor amendments to address number of lanes <br />on major roads. <br />. The biggest change in the transportation chapter is the updating of the TAZ table to <br />reflect the changes in density. <br />. The sewer element was changed to reflect updated sewer flow projections based on the <br />change in density. Table VIU-4. <br />· The Critical Area Chapter was revised due to an inaccurate depiction of the Critical Area <br />boundary which was provided us by RLK in electronic format.
