Use .ie land use pHm is intended to guide the future development ofthe community by protecting, preserving,ennancing and building upon the physical features of both the built and natural environment. The plan guides land uses through the year 2020 and will assist local decision makers andcity staff in the everyday decisions facing a growing suburban community. The future land use element contains places to live, work and shop; mixed use; parks, trails and open space;. and public/quasi public land. See land use map insert for further information. Th~ land use plan identifies future stages of urban growth and extension of municipal sewer and water. /) Transportation The Transportation Plan, developed using previous transportation plaJ1lling documents, inventorying the existing systemand assessing future needs, is designed to address the complex issues of Ramsey' stransportation system. The plan establishes key transportaticmplanning principles, including stakeholder involvement and coordinated goveinmental efforts, in order to pro- vide abasis for sound transportation planning decisions. The future transportation system in Ramsey includes more choices in modes and . routes such as commuter rail and. a future Mississippi bridge crossing. Housing An assessment ?f the City' s housing stock indicates that thereis a need for more diverse housing stockin order toprovide life- cycle housing for people of all ages and incomes. In order. to (iddress these issues, the Housing Plan speCifically discusses goals and policies designed to create a balanced supply of housing types and styles. Sewer, Water and Public Facilities The Sewer, Water and Public Facilities Plans are included as part of the Comprehensive Plan to ensure that the City provides adequate infrastructure and quality public services, such as fire, police, schools and administration, to serve the community. Each chapterlooks at current conditions and projects future needs in order to plan for systems that meet future demands. These plans also address issues and conflicts related to MUSA and on-site septic and well systems. Park, Recreationand Natural Resources The Park, . Recreation and Open Space' and the Environmental' Protection and Resource Management Plans recognize and emphasize the importance of preserving the City's abundant natural resources and making these resources accessible through the parks and trails system. Specifically, the plan identifies Ramsey's natural features, the programs aimed at managing or protecting those resources, and the variety of parks, trails and recreation areas that focus on these assets. Mississippi River Critical Area Corridor The Critical Area Plan establishes a vision for the Mississippi corridor and provides goals, policies and strategies for protect- ing the river' sresources, improving public access, providing recreational opportunities and preserving historical and cultllral elements. The plan assists the City in making decisions consistent with regional goals and policies regarding the Mississippi, Economic.1Jevelopment . The Economic Development Plan identifies current conditions and issues related to the provision of jobs and services within the City. The plan lists the Ramsey's goals, policies and strategies designed to encourage economic growth and job creation. Community Identity The chapter oncqmmunity identity focuses on maintaining the existing rural character of the community and improving the City's image along the Highway 10 corridor. The plan includes goals, policies and strategies that the City has as guides in making decisions that promote a stronger sense of place and community identity.
