CASE #

REQUEST FOR COMPREHENSIVE PLAN AMENDMENT;
CASE OF EIGHTY SEVEN LLC
By: Sylvia Frolik, Community Development Director

Background:

Mark Strandlund of Eighty Seven LLC has submitted an application for a comprehensive plan
amendment to change the land use designation on the southwest quadrant of T.R. #47 and 153rd
Avenue N.W. from commercial to medium density residential. The comprehensive plan
amendment, coupled with their rezoning request, would allow the applicant to construct a
townhouse development on the property.

The following items are enclosed for your information:

a) Site Location Map
b) General development plan for the subject property
c) Proposed Resolution authorizing submittal to Metropolitan Council

Notification:

State law requires that the City notify property owners within 350 feet. Staff sent the public
notice to property owners within 500 feet.

Observations:

Eighty Seven LLC is requesting an amendment to the 1995 Comprehensive Plan to allow for a
medium density townhouse development. Medium density is restricted to a maximum of 7 units
per acre. The 1995 Comprehensive Plan indicates that the subject property is designated for
commercial uses.. The March 2001 Draft of the Comprehensive Plan shows the subject property
designated for medium density residential and therefore the proposed development is consistent
with the March 2001 Draft Comprehensive Plan.

Recommendation:

The Planning Commission should review the proposed Comprehensive Plan Amendment and
either recommend approval or denial of the request.
