Amendments over 40 acres are taken to the Met Council for <br />action, but are also handled on a faster track than full Comprehensive Plan reviews. The City <br />Council discussed the adoption of the Comprehensive Plan during their December 11, 2001, <br />meeting. The City Council asked that a case be prepared and the action be placed on the Council <br />agenda of December 18, 2001. The Council suggested including the language adopted by the <br />City Council on September 25,2001, which changed the Central Planning Area to Central Rural <br />Preserve Area. Staff has made the changes as directed by the Council. Staff is, therefore, <br />recommending that the City Council adopt the Comprehensive Plan submitted and reviewed by <br />the Met Council on March 28, 2001. Subsequently, the City will continue its process on the <br />amendments to the March 28, 2001 draft and hold the public hearing for those changes as <br />scheduled on January 24, 2002, and submit those amendments to the Met Council sometime in <br />February 2002. <br /> <br />Councilmember Kurak stated that they have gone through a lot of negotiations with a facilitator <br />to develop amendments to the Plan and she was not comfortable with ratifying a Plan without <br />those amendments, but it looks as though they have to in order to comply with State Statute. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to authorize the City <br />adopt the 2020 Comprehensive Plan update as reviewed by the Metropolitan Council on March. <br />28, 2001, with the addition of the language regarding the Central Rural Preserve Area (in the <br />place of the Central Planning Area) reviewed by the City Council at the September 25, 2001 <br />meeting, changing the word "Preserve" to "Reserve", and noting the intention of implementing <br />the amendments in a timely fashion. 't'- ~ ~ \>., . i) ~ <9 ~ ~ e&r~ <br />~ ~~ L-'-c.~. <br />Further discussion: Councilmember Hendriksen inquired if the motion was that the approval is <br />contingent upon the Central Rural Reserve Area language being included in the Plan. City <br />Administrator Norman replied that the assumption is that the Central Rural Reserve Area <br />language is included in the Plan. Councilmember Kurak stated that she wanted to make it clear <br />that if she had a choice she would not be making the motion, but they are required to do so by <br />State Statute. Councilmember Hendriksen stated that what he was asking is that if the Central <br />Rural Reserve Area language is not accepted by the Met Council then the adoption of the Plan <br />would not be binding. Councilmember Kurak replied that that is what her motion was. . She <br />wanted the adoption of the Comprehensive Plan to be contingent upon the Central Rural Reserve <br />Area language being included in the Plan. Councilmember Hendriksen stated that once the <br />Comprehensive Plan has been voted on there is no assurance that they will get the other changes <br />they would like to see. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Case #10: <br /> <br />Comprehensive Plan Amendment Direction <br /> <br />City Administrator Nonnan stated that the City has been working with facilitator Lany Bakken <br />during the past several months to change language from the March 28, 2001 draft of the <br />Comprehensive Plan. In recent weeks, staff has been working on the text changes that were <br />discussed at the Council workshops.
