<br />1) Special Meeting Minutes dated October 24, 2006. <br /> <br />Motion carried. Voting Yes: Chairperson Olson, Commissioners Gamec, Cook, Jeffrey, <br />Pearson, and Strommen. Voting No: None. Absent: Commissioner Elvig. <br /> <br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Loan Agreement for ACCAP Town Center Apartment Project <br /> <br />HRA Executive Director Prolik reported staff has been trying to work out the details of the loan <br />agreement with ACCAP and J. Johnson Inc.; there has been difficulty coming to a final draft <br />agreement. There was a very productive meeting today with the Anoka County Attorney's <br />Office, Anoka County HRA, ACCAP-Ramsey Town Center Apartments Limited Partnership, <br />City Attorney Goodrich, City Administrator Norman, and herself. Staff feels more time is <br />needed to work out these agreements. Staff plans to include the final draft of the agreements on <br />the agenda of the December 28,2006 meeting. <br /> <br />Case #2: <br /> <br />Twin Cities Habitat for Humanity Project <br /> <br />HRA Executive Director Prolik reviewed that Twin Cities Habitat for Humanity will be building <br />a 24-unit townhouse project in Ramsey over the next three years. There will be an open house to <br />introduce the project to the community and to look for volunteers and sponsors. The open house <br />has been scheduled for January 25th at the Alexander Ramsey Room in the new municipal center. <br />Twin Cities Habitat for Humanity has asked whether the HRA or Council would like to co-sign <br />on the letter of invitation to the open house. <br /> <br />Consensus of the HRA was to co-sign the letter of invitation to the Habitat for Humanity Open <br />House. <br /> <br />Chairperson Olson suggested City employees may want to participate In the Habitat for <br />Humanity project. <br /> <br />HRA Executive Director Prolik replied this has been discussed with Habitat for Humanity; the <br />participation can be as much as bringing lunch to the workers or participating in the project for a <br />period of time. <br /> <br />Commissioner Cook stressed the importance of giving this project a good kick-off. <br /> <br />HRA Executive Director Prolik stated Habitat for Humanity is applying for home funds through <br />Anoka County. A letter of support from the City of Ramsey or the HRA supporting Habitat for <br />Humanity's request would help their application. Ms. Prolik requested authorization from the <br />HRA to draft the letter of support for Chairperson Olson's signature. <br /> <br />Consensus of the HRA was to authorize staff to draft a letter of support for the county funding <br />request by Habitat for Humanity. <br /> <br />Housing and Redevelopment Authority 1 November 28, 2006 <br />Page 2 of3 <br />
