9.12 Signs 9.12.01 Purpose. The purpose of this Section is to protect' and promote the general welfare, health, safety and order within. the City of Ramsey ~ough the establishInent of a . comprehensive and impartial series of standards, regulations and procedures governing the erection, use and/qr display of devices, signs or symbols serving as a visual communicative media to persons situated within or upon puplic right-of-ways or properties. The provisions of this .Section are intended to encourage creativity, a reasonable degree of freedom of choice, an opportunity for effective corn:rri~cation and. a sense of concern for the visual. amenities on the part of th.ose designing and displaying COrr1II1unicative media for the types regulated by this Section, while at the same time assuring that the public health and welfare is not endangered. 9.12.02 DefinitIons. The following words and ter:ms wherever they occur in this Code shall be construed as herein defined. Word~ not .defined shall be interpreted in accordance with definitions in any standard dictionary. . Abandoned Sign - A . sign which .no longer identifies or advertises a bona fide business, lessor, service, owner, product, or activity, and/or for which no legal owner can be found. . Accessory. Use _ A use which is subordinate to the principal use being made of a parcel of land. Examples: Identification signs,. off-street parking, off-street loading, telephone booths, etc. . Address Sign _ Identification numbers only, whether written or in numerical form. Advertising Device Sign - A sign that has as its purpose to promote, advertise; or sell a product or service obtainable on the premises upon which the sign is located, and not to identify the premises. Area Identification Sign - A free-standing or wall sign which identifies (l single- family or multi-family residential subdivision, a commercial development or an industrial park .or office park and which is located on the same parcel as the development it identifies. Attraction Board Automatic - (Changeable Copy Sign) A sign on which the copy changes automatically. Attraction Board Manual - (Changeable Copy Sign) A sign on which the copy is changed manually. Awning - A hood or cover which proj ects from the wall of a building. Banner _ A SIgn made of fabric or non-rigid material with no enclosing . framework.
