CASE # 3

2007 STREET MAINTENANCE PROGRAM
By: Steven J. Jankowski, CJty Engineer

Background:

Under separate cover a draft FeasibilityStudy for the 2007 Street Maintenance Program will be
presented at the Public Works Committee meeting on Tuesday evening November 21,2006. The
2007 program consists of thirteen individual projects addressing the maintenance needs on 23.1
miles of City streets. Projects 07-01 through 07-07 which covers 16.5 miles of City streets, will
receive a sealcoating preceded by sealing of cracks having. widths which exceed one-quarter
inch. Projects 07-08 through 07-13 which involve 6.6 miles of street, will receive a one and one-
half inch bituminous overlay offue existing bituminous pavement. The 2007 program includes
the sealcoating of 4.2 miles ofMSA street. .

The City has conducted an annual street maintenance program since 1981. It has been the City's
policy to assess 50% of the cost associated with these improvements. A complete listing of the
City's policies concerning the assessment practices are summarized in Appendix C of the
feasibility study. Th~ initial step of this process has been the presentation of the program to the
Public Works Committee. The 2007 program is proposed to be finailced through a number of
funding sources as illustrated below:

General Fund $
Assessments $
MSA Funds $
Developer Escrows $
Total $

372,519
372,519
121 ,166
27,673
893,876

A brief description of the unique funding associated with individual projects is presented below.
Project 07-01 will not be an assessment project since funds for the first sealcoating of newly
constructed streets have been escrowed by the project developer for this purpose. Project 07-07
is comprised of collector MSA streets and do not have the typical fronting densities that are
found in residential subdivisions. This project will assess the few fronting properties along these
streets the average sealcoating assessment in accordance with Assessment Policy No 6; The
remaining projects have been aggregated by subdivision or similar lot sizes and will be assessed
per unit in accordance with Assessment Policy No.1.

The Feasibility Study contains a listing of the schedule of project milestones associated with this
program. Staff anticipates presenting the study to City Council on December 12, 2006 and
holding a Public Hearing on the program on January 23,2007.

Staff is open to any direction the Committee may have on the draft Feasibility Study.

Recommendation:

Staff recommends that the Committee recommend that the City Council accept the Feasibility
Study for the 2006 Street Maintenance Program and set the date of January 23, 2006 for a Public
Hearing.
