CASE # g <br />ROLLER DEVICE ORDINANCE <br />CASE OF CITY OF RAMSEY <br />By: Tim Gladhill, Management Intern <br />Background: <br />Staff has prepared an ordinance to set standards of use of roller devices including skateboards, <br />rollerblades, roller skis, and bicycles. This ordinance lays out standards for using such devices to <br />protect the infrastructure in place and pedestrians in the area without taking away from the <br />pedestrian -oriented focus of the Town Center area. <br />Observations: <br />The ordinance provides for such uses to be used as alternative modes of transportation; however, <br />does restrict these devices from being used in certain areas and under certain circumstances. The <br />ordinance prohibits uses that will may or may have the potential to harm pedestrians in the area, <br />on private property without the written consent of the property owner, on any city owned facility <br />including the Municipal Center, the municipal Parking !Facility, public plazas and amphitheaters, <br />or any railing or raised surface such as curbing. Individuals have been observed using facilities <br />with these devices that could cause harm to themselves,i others, or the infrastructure in place. <br />• The proposed ordinance was introduced at a Public Hearing at the November 28th City Council <br />Meeting. Council directed staff to and add language that states strollers, wheelchairs, and <br />wagons were exempt from this ordinance. Staff has prepared two options based on direction of <br />Council relating to exemption of these devices. <br />Recommendation: <br />Staff recommends adoption of Ordinance #06 - <br />establish regulations regarding the use of Roller Devi <br />Council Action: <br />Motion to adopt Ordinance 406- to amend C <br />regulations regarding the use of Roller Devices in the T <br />Roll Call Vote: <br />Reviewed by: <br />Asst.
