request and shall undertake the necessary studies to evaluate the requested modification <br />in accordance with the guidance provided in the Minnesota Manual on Uniform Traffic <br />Control Devices. Staff shall present an analysis along with their recommendation on the <br />request to the Public Works Committee. Petitioners shall be notified when the <br />recommendation for their request is to be presented to the Committee. A recommendation <br />from the Public Works Committee shall be forwarded to the City Council for final action. <br />City Engineer Jankowski advised staff recommends that the Public Works Committee <br />recommend to City Council that the attached. Policy for Traffic Control Modification Requests <br />be adopted. <br />Chairperson Elvig inquired if there should be something included in the policy concerning a <br />request of less than five property owners within 500 feet, or if this type of request should be <br />taken on staff's recommendation. <br />City Engineer Jankowski indicated staff has reviewed this and noted that an area covering 500 <br />feet from a particular intersection generally would involve a fair number of people. <br />Public Works Director Olson noted Council and staff are always able to initiate a traffic <br />modification study if they see a safety hazard. . <br />City Engineer Jankowski reported that staff received a request today for a stop sign to be placed <br />on Potassium Street within 270 feet of another stop sign. Staff has not yet responded to the • <br />request, as they would like direction regarding the policy. <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to recommend to the City <br />Council that the attached Policy for Traffic Control Modification Requests be adopted. <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Cook and Olson. Voting No: <br />None. <br />Case #3: Consider Adoption of a Revised Street Lighting Policy <br />City, Engineer Jankowski reviewed that the Public Works Committee has considered street <br />lighting issues twice in 2006. At the January meeting discussion focused on establishing a <br />process for installing subdivision street lights in neighborhoods without them. At the September <br />ing goal of completing the installation of priority <br />meeting staff reported that in 2006 a long stand . <br />street lighting on all intersections with state, county and arterial City streets was realized, and <br />suggested that an annual budget of $15,000 be allocated for the installation of priority lights in <br />other locations deemed to benefit the general public. Direction to staff provided from both these <br />meetings by City Council was to revise the street lighting policy. Mr. Jankowski indicated <br />included in the Council's packet is a draft for a revised policy as well as a copy of the current <br />policy,_ which was .adopted in October of 1992. The new policy includes a process for <br />neighborhoods without subdivision street lights to petition for their installation under the same <br />special assessment process, which the City utilizes for other public improvements including • <br />Public Works Committee/ October 17, 2006 <br />—172— Page 4 of 11 <br />
