Subdivision 1. Any permanent type sign lawfully existing prior to the adoption • <br />of this Section that does not meet the standards of this Section shall be considered legal non- <br />conforming and shall -be allowed to continue in use. Other than for change of copy or normal <br />maintenance, a legal non -conforming sign shall lose the designation "legal non -conforming" if <br />the sign is discontinued for a period of sixty (60) days; expanded, relocated, replaced, altered; or <br />damaged by more than' fifty percent (50%) of the sign market value. If any property use or <br />business changes ownership, all Business Signs on that property shall be brought into conformity <br />with this Section within twelve (12) months of the date on which use or ownership changed. <br />Subd. 2. Any permanent type sign unlawfully existing at the time of adoption of <br />this Section shall be considered illegal non -conforming and shall be brought into conformity <br />with this Section within nine (9) months of the date on which this Section becomes effective. <br />Subd. 3. Any temporary sign unlawfully existing at the time of adoption of this <br />Section shall be considered illegal non -conforming and shall be removed within thirty (30) days <br />of the effective date of this Section. <br />9.12.14 Permits Required <br />Subdivision 1. All signs, except those described in §9.12.16 (Exemptions) shall <br />require permits and payment of fees unless otherwise provided for. No permit is required for the <br />maintenance of a. sign or for a change of copy on printed, or changeable copy signs. Permits are <br />required for all existing, new, relocated, modified or redesigned signs that are not exempted • <br />under §9.12.16. <br />9.12.15 Permit Fees. The permit fee for permanent and temporary signs shall be as <br />provided by City Council resolution. <br />9.12.16 Exemptions <br />Subdivision 1. The exemptions permitted by this Section shall apply only to the <br />requirement of a permit and/or fee and shall not be construed as relieving the installer of the sign, <br />or the owner of the property upon which the -sign is located, from conforming with the other <br />provisions of this Ordinance. <br />signs: <br />—198— <br />Subd. 2. A permit, but no fee, is required under this Section for the following <br />a. Temporary or permanent signs drected by a non-profit organization, as <br />defined by Internal Revenue Code, Section 503C. <br />b. Signs erected by a governmental unit or public school district. <br />C.
