CASE # 3 <br />• 2007 STREET MAINTENANCE PROGRAM <br />By: Steven J. Jankowski, City Engineer <br />Background: <br />Under separate cover a draft Feasibility Study for the 2007 Street Maintenance Program will be <br />presented at the Public Works Committee meeting on Tuesday evening November 21, 2006. The <br />m <br />2007 prograconsists of thirteen individual projects addressing the maintenance needs on 23.1 <br />miles of City streets. Projects 07-01 through 07-07 which covers 16.5 miles of City streets, will <br />receive a sealcoating preceded by sealing of cracks having widths which exceed one-quarter <br />inch. Projects 07-08 through 07-13 which involve 6.6 miles of street, will receive a one and one- <br />half inch bituminous overlay of the existing bituminous pavement. The 2007 program includes <br />the sealcoating of 4.2 miles of MSA street. <br />The City has conducted an annual street maintenance program since 1981. It has been the City's <br />policy to assess 50% of the cost associated with these improvements. A complete listing of the <br />City's policies .concerning the assessment practices are summarized in Appendix C of the <br />feasibility study. The initial step of this process has been the presentation of the program to the <br />Public Works Committee. The 2007 program is proposed to be financed through a number of <br />funding sources as illustrated below: <br />General Fund <br />$ <br />372,519 <br />Assessments <br />$ <br />372,519 <br />MSA Funds <br />$ <br />121,166 <br />Developer Escrows <br />$ <br />27,673 <br />Total <br />$ <br />893,876 <br />A brief description of the unique funding associated with individual projects is presented below. <br />Project 07-01 will not be an assessment prof ect since funds for the first sealcoating of newly <br />constructed streets have been escrowed by the project developer for this purpose. Project 07-07 <br />is comprised of collector MSA streets and do not have the typical fronting densities that are <br />found in residential subdivisions. This project will assess the few fronting properties along these <br />streets the average sealcoating assessment in accordance with Assessment Policy No 6. The <br />remaining projects have been aggregated by subdivision or similar lot sizes and will be assessed <br />per unit in accordance with Assessment Policy No. 1. <br />The Feasibility Study contains a listing of the schedule of project milestones associated with this <br />program. Staff anticipates presenting the study to City Council on December 12, 2006 and <br />holding a Public Hearing on the program on January 23, 2007. <br />Staff is open to any direction the Committee may have on the draft Feasibility Study. <br />Recommendation: <br />Staff recommends that the Committee recommend that the City Council accept the Feasibility <br />Study for the 2006 Street Maintenance Program and set the date of January 23, 2006 for a Public <br />• Hearing. <br />-203- - <br />
