CC Regular Session
Meeting Date:
Primary Strategic Plan Initiative:
5. 10.
10/14/2025
Identify and implement operational efficiencies, cost savings and additional
funding sources.
Title:
Adopt Resolution #25-236 Supporting Submittal of Building Official Training Municipal Grant
Purpose/Background:
The Building Official Training (BOT) Municipal Grant program from the Minnesota Department of Labor and
Industry (DLI) was created to offer competitive grants to qualified municipalities that want to establish a training
program in their building code department to train an individual toward becoming a Minnesota -certified building
official. The program provides partial funding and training guidance. The training program will provide the
full-time building code department trainee with on-the-job training and education while under the supervision of
the city's Minnesota -certified building official.
Notification:
Not applicable
Time Frame/Observations/Alternatives:
The dates for the grant cycle are for budget year 2026. Application submittal date is October 17, 2026. Awarded
cities will be notified by mid -December.
Funding Source:
DLI plans to award funding to approximately 10 applicants. The maximum amount of funding that can be
requested by a single applicant is $75,000. The awarded funds are not intended to fully fund the trainee position
and grantee contribution is expected. The adopted 2026 Preliminary Budget includes the addition of a full-time
Plans Examiner/Inspector. However, past recruitments have proven that many of the applicants do not hold a
Building Official license, and they come with limited experience in the Plans Examiner/Inspector role. If
awarded, the grant funds wouold aid the City in training a less experienced individual to meet our needs in both
residential and commercial building inspection services.
Recommendation:
Staff recommends to adoption of the resolution to support to submittal of the grant application.
Outcome/Action:
Motion to adopt Resolution #25-236 Supporting the Submittal of the Building Official Training Municipal Grant
application.
Attachments
REs #25-236 Supporting Submittal for BOT Grant
Form Review
Inbox Reviewed By Date
Brian Hagen Brian Hagen 10/09/2025 01:50 PM
