DATE: September 30, 2025
TO: CITY OF RAMSEY
RE: Variance Extension Request for
17646 St. Francis Boulevard, Ramsey MN 55303
To Whom It May Concern:
We are writing this request in regards to an extension request for the Variance for our property located
at 17646 St. Francis Boulevard, Ramsey MN 55303 which is dated October 24, 2024. We have been
working with members of City Planning/Building Inspectors -Plan Examiners since our initial submission
for the Building Permit in October 2024.
Unfortunately, we have had a really rough year and it has been difficult to be able to complete the
process to obtain the building permit for the Variance. We have been doing the best that we can but we
are now getting close to the deadline that has been identified in the Variance. Last November, Charles
Lattery, sustained a back injury where a chunk of his vertebrae got lodged into the center of the spine
which rendered him with a lot of physical limitations. This injury impacted his physical abilities from
November through March. My father was diagnosed with Stage IV Pancreatic Cancer in January earlier
this year, our family has been a main part of the primary caregiver for him during his treatment and
cancer journey. We were working with Eric Hoffman late last year -early this year on working through the
process to obtain the building permit in accordance with the Variance that was issued last fall. We have
been in the process of trying to get building plans developed as required by Eric Hoffman, but then my
dad's condition worsened, he was in and out of the hospital as he slowly deteriorated and more and
more help was needed for his care. In addition, (as you can also see in your records), we had to replace
our roof at the end of the summer as well which was a huge project that we had to work on. As you can
imagine, all of this has been extremely difficult to navigate everything happening all at
once. Unfortunately, my dad passed away on 9/15/25 and the last several weeks we have been working
on getting all of the arrangements together for his service which we had last week.
We have been advised by the City of Ramsey representatives that we should submit an extension
request to enable us to comply with obtaining the building permit for the Variance that was approved
last fall. We are currently working on getting plans developed with an architect and engineer so that we
can submit them to the Building Inspectors to continue with the process of obtaining the building
permit.
As you can see, there has been alot of life changes for us which has impacted our ability to be able to get
the requested plans together since we last spoke with Eric Hoffman. We are hereby requesting that we
are granted an extension to obtain the building permit past the current date of October 24, 2025 given
our unique circumstances this last year. We appreciate your willingness to work with us to allow us
additional time to obtain the plans from our architect/engineer to finish the last phase to enable the City
of Ramsey to be able to issue a building permit for our building.
We thank you for your consideration and willingness to grant us this extension and enable us to finalize
the last requirements to obtain the building permit.
Chuck and Angie Lattery
