5. 5. <br />CC Regular Session <br />Meeting Date: 10/14/2025 <br />Primary Strategic Plan Initiative: Not Applicable <br />Title: <br />Approval of Quit Claim Deed for Kaylee and Justin Allen <br />Purpose/Background: <br />On September 23, 2025, City Council approved Resolution #25-173 Declaring Surplus Property and Approving <br />the Execution of a Quit Claim Deed to Transfer a Parcel No Longer Needed for Road Purposes. The resolution is <br />attached for your review. The City Attorney has drafted the Quit Claim Deed which will deed the surplus <br />property to the adjacent property owners Kaylee and Justin Allen, located at 15010 Xkimo St NW. <br />In 2002, the City Council adopted Resolution #02-09, vacating road easements and road right-of-way segments <br />no longer needed because of adjacent development patterns. The City is still the fee owner of one of the parcels <br />lying west of Xkimo St and south of 15010 Xkimo St. The City Attorney determined the City will need to execute <br />a Quit Claim Deed to transfer the property to the owner of 15010 Xkimo St, whose septic system is in on the <br />property, in which the City granted a permit for in 1983. <br />The execution of the Quit Claim Deed will accomplish two things: the City will no longer be the fee owner (this <br />was the original goal from 2002) and it will correct the issue with the existing septic system on city property. <br />Notification: <br />Not Applicable <br />Time Frame/Observations/Alternatives: <br />Deeds will be filed after City Council takes action. <br />Funding Source: <br />The City of Ramsey will be financially responsible for the executed Quit Claim Deed to be filed with Anoka <br />County Property Taxation Department. <br />Recommendation: <br />Staff recommends approval of the Quit Claim Deed. Another option couple be to deny it or provide staff with <br />other options. <br />Outcome/Action: <br />Motion to approve the Quit Claim Deed that deeds the city -owned surplus property to the adjacent property <br />owner, with the requirement that the City of Ramsey will be financially responsible and will file the executed <br />deed with Anoka County Property and Taxation Department. <br />Quit Claim Deed <br />Approved Res #25-173 <br />Attachments <br />Form Review <br />
