Economic considerations alone do not constitute practical d?copies. While there <br />is an economic component to the development and use of any billboard, the <br />variance request is not based on financial considerations. The practical difficulty <br />stems from the limitations created by the existing placement of the other two <br />permitted billboards and the fixed length of the Highway 10 corridor within city <br />limits. <br />9. That Mr. Joshua Gilleland of iDigital has appealed the Planning Commission's decision <br />within the ten-day timeframe outlined in Section 106-220 to the City Council which <br />reviewed his appeal at its regular meeting on October 14, 2025. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: Having reviewed the <br />Planning Commission's Resolution and record of the Planning Commission herein and finding no <br />basis for reversal or modification thereof, sustains its findings. <br />The motion for the adoption of the foregoing resolution was duly seconded by Council Member <br />Olson, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Heineman <br />Councilmember Stewart <br />Councilmember Olson <br />Councilmember Buscher <br />Councilmember Peters <br />and the following voted against the same: <br />Councilmember Riley <br />Councilmember Specht <br />and the following abstained: <br />None <br />and the following were absent: <br />None <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 14th day of October, 2025. <br />RESOLUTION #25-239 <br />Page 3 of 4 <br />
