<br />$100,000 worth of sales tax and about$10,000 worth of property tax. Mr. Mulrooney expressed <br />the following concerns: <br />· There have been threats about their license and whether a business like theirs would be <br />eligible to have a license for 2007 <br />· The ordinance is complicated; it consists of 18 pages and has had four revisions <br />· Questions regarding their first inspection have not been answered <br />· The ordinance is ambiguous <br />· In order for their business to come into compliance with paving it would be a financial <br />hardship at a cost of approximately $50,000 to $60,000 <br /> <br />Mr. Mulrooney stated he would suggest this ordinance be revisited, and that they possibly gut the <br />ordinance or certain parts of the ordinance. He appreciates being a member of the business <br />community in Ramsey and his long term goal is to be here for a long time. <br /> <br />Mayor Gamec explained if the Council thought this ordinance was completely right they would <br />take action on the inspections tonight. They will be reviewing the ordinance and will notify the <br />business owners. The letters of the business owners will be entered into the record. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to forward the results of <br />the Highway 10 Inspection Series to a City Council work session for further discussion. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Authorization for Release of the Draft Environmental Assessment Worksheet <br />(EA W) for Ramsey Crossings <br /> <br />Community Development Director Trudgeon reviewed that the City Council initiated the <br />Ramsey Crossings redevelopment project on February 14, 2006. Since that time, Robert Muir <br />Companies has been selected as the master developer for Ramsey Crossings, and planning is <br />underway for the project. Because of the project's size, state law requires an Environmental <br />Assessment Worksheet (EA W) be prepared. A draft EA W document has been prepared for the <br />project by Bolton and Menk, and is now ready for consideration. Under Chapter 4410.1500 of <br />Minnesota Rues, the City is required to release a Draft EA W to various state, county, and multi- <br />jurisdictional agencies for review and comment. In addition, the Draft EA W document will be <br />available to the general public for their comments. Mr. Trudgeon provided a brief overview of <br />the Draft EA W. He advised there is a 30-day review period with the possibility of an additional <br />15 day extension for agencies and the general public to review and comment on the EA W <br />document. The City will then have to address the comments, adopt a final EA W document, and <br />make a determination on whether the project requires the completion of an Environmental <br />Impact Statement (EIS). Staff expects to bring the final document before the City Council in <br />January or February. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Cook, to adopt Resolution <br />#06-12-381 authorizing the release of the Ramsey Crossings EA W. <br /> <br />City Council / December 12, 2006 <br />Page 16 of29 <br />
