<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-243 <br /> <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR ZERO ZONE <br />REFRIGERATION, LLC <br /> <br />RECITALS <br /> <br />1. Zero Zone Refrigeration, LLC, hereafter referred to as “Permittee”, properly applied for a <br />minor plat and variance to impervious coverage to accommodate a building expansion and <br />th <br />associated site improvements on the property generally known as 6151 140 Avenue NW <br />and legally described as: <br /> <br />Lot 1, Block 1, Zero Zone Addition, Anoka County, Minnesota <br /> <br /> (the ‘Subject Property’); and <br /> <br />2. That on September 23, 2025, the City Council adopted Resolution #25-218 vacating <br />easements and right-of-way and Resolution #25-219 approving the Final Plat (minor plat) <br />of Zero Zone Addition. <br /> <br />3. That on October 2, 2025, the Planning Commission approved a variance to impervious <br />coverage through Resolution #25-215. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby approves the Development Agreement for the <br />associated site improvements, contingent upon: <br />a) Approval by the City Attorney as to legal form. <br />b) Construction plans approved by the City Engineer. <br />c) The Permittee obtaining a permit through the Lower Rum River Watershed <br />Management Organization. <br />d) The Permittee obtaining a building permit. <br /> <br />2) The Mayor and City Administrator are authorized to sign the Development Agreement. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
