Hello City Council Members, <br />Northstar Truck and RV Parking LLC is requesting to get an extension for the project taking <br />place at 15861 Jarvis St, Elk River 55330. Our deadline was November 1st, 2025 and we have <br />been working with the city of Ramsey to try to get all of the permits approved for the stormwater <br />and Lower Rum River Watershed requests. Our goal was to complete everything by Nov 1st but <br />we did not expect the permits to take this long. In the meantime we have put up the fence on the <br />north side of the property and removed unlicensed vehicles from our property. We have put the <br />utility shed up but have not placed it in its current permanent spot just yet because the <br />electrician needs to show us where the best place for that would be and for the city of Elk River <br />to guide us through that as well. We have not been able to do much work on the property <br />because the city of Ramsey said we cannot proceed until they approve our documents. We wish <br />we could have had this completed all by now but unfortunately with working with two cities that <br />has been a challenge. We would like to extend the project final date to June 1, 2026. With the <br />winter months ahead of us we are hoping the permits will be approved and work will continue <br />with the asphalt once the ground is no longer frozen in the spring time. We would greatly <br />appreciate you approving this extension and we will continue to work hard to meet all <br />requirements. <br />Thank you for your time. <br />Nikolay Babkin (Owner) <br />
