CC Regular Session <br />Meeting Date: <br />10/28/2025 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />5. 4. <br />Title: <br />Authorization to Reclassify the current Fire Captain of Administration to the new Deputy Fire Chief of Operations <br />and Logistics position. <br />Purpose/Background: <br />The purpose of this case is to reclassify the Captain of Fire Administration to the Deputy Fire Chief of Operations <br />and Logistics. <br />This matter was discussed with the City Council during the October 14, 2025, work session entitled "Discuss Fire <br />Department Restructure and Staffing". There was consensus by the City Council to move ahead with the <br />proposal, as follows: <br />Reorganize the Fire Department to merge operational and logistical duties under one position, while separating <br />training into its own dedicated role. This restructuring will allow for clearer lines of responsibility, reduce <br />overlap, and improve overall departmental effectiveness. <br />Key Changes: <br />Create a Deputy Chief of Operations & Logistics position (eliminating the Administrative Captain of Logistics <br />position) to oversee both operational and logistical duties which will handle the day-to-day operational aspects of <br />firefighting activities, including the strategic deployment of personnel, equipment, and resources during incidents, <br />while also managing the logistics of maintaining and acquiring necessary supplies to support fire operations <br />effectively. <br />Create a Deputy Chief of Training position (eliminating the vacant Assistant Chief of Operations and Training <br />position) responsible for coordinating and developing fire service and EMS initial orientation and training, <br />continuing education, staff development, on -duty training, officer development and credentialing of firefighter <br />personnel. Staff will be recruiting for this role shortly and will present a recommendation for hire later in the <br />year. <br />The new 2025 hourly pay scale for the Deputy Chief of Operations and Logistics will be: <br />Step 1 I Step 2 I Step 3 I Step 4 I Step 5 I Step 6 I <br />80% I84% I88% I92% I96% I100% I <br />$50.9281$53.4741 $56.0211 $58.567I $61.114I $63.6601 <br />As discussed, Mr. Jason Sufka, the current Fire Captain of Administration, is recommended for the Deputy Chief <br />of Operations & Logistics position. <br />Time Frame/Observations/Alternatives: <br />Not Applicable <br />Funding Source: <br />The funding required for this action is included within the 2025 budget. <br />
