5. 5. <br />CC Regular Session <br />Meeting Date: <br />10/28/2025 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />Title: <br />Authorize Request for Proposals - Towing Services Contract <br />Purpose/Background: <br />In 2017, the City issued a Request for Proposal (RFP) for towing services. Following the evaluation process, the <br />City Council selected the company North Star Towing and entered into a three-year agreement commencing on <br />July lst, 2017. On December 8th, 2020, the City Council approved the renewal of the Towing Services <br />agreement with North Star Towing for an additional five-year term, expiring December 31 st, 2025. <br />City Code Sec. 2-275 — Purchasing alternatives, addresses professional service contracts via a request for <br />proposal (RFP). Within that, it generally states that the city conduct an RFP for towing services every three <br />years. A clause is present that would allow the City Council, at its discretion, to formally extend a current <br />contract upon the recommendation of city staff. <br />For reference, the following is a list of prior -towing contracts with the city: <br />North Star Towing had the contract from 2007 to 2009. <br />Champlin Towing had the contract from 2009 to 2015. <br />North Star Towing has the contract from 2015 to December 31st, 2025. <br />Notification: <br />A notice will be published in the Anoka County Union once a week for three weeks; October 31 st, November <br />7th, and lastly, November 14th. The deadline for proposals will be Sunday, November 16th, 2025, at 11:59pm. <br />Time Frame/Observations/Alternatives: <br />The current towing services contract is attached. The timeframe to conduct an RFP, score submissions, and <br />ultimately select a final Towing Company would span approximately six (6) weeks. A tentative timeline would <br />be as follows: <br />• October 28th - City Council Authorize advertisement for RFP. <br />• November 16th - Submittal deadline for proposals. <br />• December 1st - Complete proposal evaluations and scoring. <br />• December 9th - City Council formal approval of selected tow company. <br />• January 1st - Contract begins in correlation to the expiration of the current contract. <br />Funding Source: <br />Administration - posting of a public notice in the Anoka County Union. <br />This process would be handled as part of normal staff duties. <br />Towing fees incurred by the city are paid both through the city's budget and insurance reimbursements. <br />Recommendation: <br />Staff recommends an RFP process for a five (5) year towing services contract. <br />Outcome/Action: <br />
