City Council Highlights - October 28 <br />Consent Agenda <br />The Council meeting began with the City Council <br />unanimously approving all 13 items on the Consent <br />Agenda. <br />Council Business (included three cases) <br />The first case was to consider a Time Extension for Site <br />Improvements Related to Northstar Truck & RV Parking, <br />located at 15861 Jarvis St. NW. In March of this year, the <br />City Council approved a rezoning and Site Plan Review <br />related to a business that leases out parking spaces to trucks <br />and recreational vehicles at the western edge of Ramsey. The <br />property is partially in Ramsey and partially in Elk River. <br />The property owner, Northstar Truck and RV Parking LLC, <br />has been collaborating with both communities to obtain the <br />necessary approvals for the business to operate. <br />The compliance date for improvements was set for <br />November 1. Northstar has requested an extension <br />until June 1, 2026, to complete the grading, stormwater <br />management, paving and landscaping. Council approved <br />the resolution granting the extension with a vote of 4 to 2. <br />The second case was to Approve Construction <br />Management Services for The Waterfront waterplay <br />project. The City issued a Request for Proposal (RFP) for a <br />Construction Manager at Risk (CMAR) for the waterplay <br />park and associated improvements at The Waterfront. H+U <br />Construction was unanimously selected through the RFP <br />process. H + U will work with the Project Team (City staff <br />and Damon Farber Landscape Architects as the DESIGN <br />TEAM) to provide pre -construction and construction <br />services, including cost and schedule estimating, bidding, <br />and day-to-day construction management for the complex <br />Adopt -A -Flag <br />You may have seen the beautiful American <br />Flags lining Sunwood Drive NW in front of <br />Ramsey City Hall. Did you know you can <br />sponsor one of these flags to show civic pride <br />or honor a loved one's memory? Public. The <br />flags are placed on the light poles shortly <br />before Memorial Day and removed after <br />Veterans Day. <br />Your one-time donation will be acknowledged with an engraved <br />nameplate displayed in City Hall and at a City Council meeting. <br />There are two Adopt -A -Flag patronage levels. Friends of the Flag <br />is $50 and sponsors one of the 2' by 3' flags. The other is the Patriot <br />Sponsorship, at $500. The Pre -construction & Bidding Phase <br />Services will be a not -to -exceed amount of $50,000. <br />Council approved the contract unanimously. The city has <br />set a goal to have the waterplay area open on July 1, 2026. <br />The last Council case considered Resolution #25-253, <br />accepting the donation of a fishing pier from the Minnesota <br />Department of Natural Resources (DNR) for installation <br />at The Waterfront in 2026. The fishing pier, valued at more <br />than $50,000, will enhance recreational opportunities <br />at the site. As part of the agreement, the City will be <br />responsible for developing an ADA-compliant access path <br />down the bank of the pond to the pier and creating stone <br />fishing nodes around the pond. The resolution authorizes <br />the Cooperative Agreement with the DNR. It allocates <br />$15,000 from the Park Trust Fund to develop shore <br />fishing access.
