CC Regular Session <br />Meeting Date: <br />11/10/2025 <br />5. 9. <br />Primary Strategic Plan Initiative: Connect the community through Parks, Trails and Recreational Programming <br />Title: <br />Adopt Resolution #25-263 Accepting Quotes and Awarding Contract for The Waterfront Water -Play Mass <br />Grading, Improvement Project #25-62 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #25-263 Accepting Quotes and Awarding Contract for Waterfront <br />Water -Play Mass Grading, Improvement Project #25-62. <br />Background: <br />At the regular October 28th City Council meeting, the Council approved H+U Construction as the construction <br />manager for The Waterfront water -play park project, and acknowledged that staff and H+U would seek quotes for <br />the mass grading of the site to begin as soon as November 2025. <br />During the aforementioned meeting, and at work session, it was understood that mass grading and the importation <br />of aggregate base was necessary as a 'critical path' item so as to have the site adjusted to grade before the ground <br />froze —and to be ready for concrete footings and other work to be performed as soon as the last week of Feburary, <br />2026. <br />H+U solicited quotes from three (3) contractors known to complete such work and three quotes were received as <br />follows; <br />Contractor <br />Total Quote <br />Sauter & Sons Excavating, Inc. <br />$57,500.00 <br />Meyer Contracting, Inc. <br />$85,080.00 <br />Veit & Company, Inc. <br />$106,120.00 <br />Engineer's Estimate <br />$120, 00.00 <br />The lowest responsible quote in the amount of $57,500.00 was received from Sauter & Sons Excavating, a <br />contractor based in the city of Ramsey. <br />Notification: <br />Notifications are not required for this case. <br />Time Frame/Observations/Alternatives: <br />Observations: <br />As mentioned, the construction schedule for the Waterfront water -play park improvements requires the mass <br />grading and the importation and stockpiling of about 500 CYs of aggregate base to remain on the larger <br />construction schedule for the target of July 2026 for substantial completion. Proposers responding to the requests <br />for quotes were invited to submit their quotes using the city's street reconstruction millings (surplus aggregate <br />from the 2025 mill and overlay projects). This was accomplished, saving the city approximately $5,000 over <br />pit -run or purchased aggregate. <br />
