CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a regular meeting on Tuesday, October 28, 2025, at the <br />Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Members Absent: <br />Also Present: <br />1. <br />Mayor Ryan Heineman <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br />City Administrator Brian Hagen <br />Parks and Assistant Public Works Director Mark Riverblood <br />Planning Manager Todd Larson <br />City Attorney Fritz Knaak <br />CALL TO ORDER <br />Mayor Heineman called the regular meeting of the Ramsey City Council to order at 7:00 p.m., <br />followed by the Pledge of Allegiance led by Mayor Heineman. <br />2. APPROVE AGENDA <br />Motion by Councilmember Peters, seconded by Councilmember Specht, to approve the agenda as <br />presented. <br />Motion carried. Voting Yes: Mayor Heineman, Councilmembers Peters, Specht, Buscher, Olson, <br />and Riley. Voting No: None. Absent: Councilmember Stewart. <br />3. PRESENTATIONS <br />None. <br />4. CITIZEN INPUT <br />Bruce Anderson, 14892 Bison Street, came forward and shared that he is a Planning Commissioner <br />and thanked Staff for their constant hard work. He shared that he has not agreed with this Council <br />and the previous Council's statements and actions, and he would like to resign from the Planning <br />Commission.
