7. 2. <br />CC Regular Session <br />Meeting Date: <br />11/25/2025 <br />Primary Strategic Plan Initiative: Enhance City's communication through transparency and accountability. <br />Title: <br />Introduce Ordinance #25-11: 2026 Schedule of Rates, Fees and Charges <br />Purpose/Background: <br />The City annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for <br />such items as building construction, business licenses, utility rates and planning and zoning. <br />A listing of the schedule of rates, fees and charges is attached. Council reviewed proposed rate changes at both the <br />October 28 and November 10 work sessions. A few additional changes have been added after the work session on <br />November 10, 2025. Those changes are highlighted in yellow on the schedule and include adding a note <br />applicable to the Driveway Escrow, Landscape Escrow and Grading As -Built Survey Escrow that it will be <br />returned once approved or completed. The Variance Escrow has been increased from $500 to $750 due to the <br />pending revised process changing final consideration on variance requests to the City Council. Similar to other <br />escrows, if the amount is not used in full, it is returned to the applicant. The Variance Appeal fee has been <br />removed as it is no longer applicable, pending the variance code update in process. The last additional change was <br />adding a dangerous dog annual renewal fee to cover administrative costs to maintain dog and house verification as <br />well as insurance requirements. <br />Notification: <br />The Schedule of Rates, Fees and Charges is adopted annually by ordinance. <br />The ordinance will come back for final consideration and a Public Hearing on December 9, 2025. <br />Time Frame/Observations/Alternatives: <br />1. Accept the rates as proposed. <br />2.
