<br />Lots 1-14, Block 1; Lots 1-24, Block 2; Lots 1-14, Block 3; Lots 1-4, Block 4; Lots <br />1-5, Block 5; Lots 1-7, Block 6; and Outlots A, B, C, and D, SWEETBA Y RIDGE, <br />Anoka County, Minnesota <br /> <br />(Subject Property) <br /> <br />WHEREAS, on December 8, 2004, the City of Ramsey received an application from <br />Oakwood Land Development, Inc., for a subdivision sketch plan and an amendment to the <br />Comprehensive Plan to change the land use for the St. Anthony Gun Club property (Sweet Bay <br />Ridge) from Central Rural Reserve to R-1; and <br /> <br />WHEREAS, on March 3, 2005, the Planning Commission reviewed the sketch plan and <br />conducted a public hearing regarding the request for a Comprehensive Plan Amendment and <br />recommended that City Council deny the amendment to the Comprehensive Plan; and <br /> <br />WHEREAS, on March 10, 2005, the Park and Recreation Commission reviewed the <br />sketch plan; and <br /> <br />WHEREAS, on March 22, 2005, the City Council reviewed the sketch plan and adopted <br />Resolution #05-03-084 approving the request for a Comprehensive Plan amendment for a land <br />use change on the Subject Property and authorizing City Staff to forward the request to <br />Metropolitan Council for review; and <br /> <br />WHEREAS, on June 7, 2005, the City of Ramsey received an application for preliminary <br />plat review and approval of the Subject Property from Oakwood Land Development, Inc.; and <br /> <br />WHEREAS, on June 29, 2005, the Metropolitan Council approved the amendment to the <br />Comprehensive Plan to change the land use of the Subject Property; and <br /> <br />WHEREAS, under 4410.4300(19)(c )of the State of Minnesota Rules, the subdivision <br />proposed by the Developer is required to have an Environmental Assessment Worksheet (EA W) <br />prepared; and <br /> <br />WHEREAS, on June 14, 2005, the City Council adopted Resolution #05-06-170 <br />authorizing release of the EA W; and <br /> <br />WHEREAS, on August 8, 2005, the Ramsey Planning Commission conducted a public <br />hearing regarding the proposed preliminary plat for Sweet Bay Ridge and recommended approval <br />with certain conditions, including that application for final plat approval would not be considered <br />by the City until MPCA had issued the Certificate of Completion for the site clean-up; and <br /> <br />WHEREAS, on June 13,2006, at the Developer's request the City Council modified the <br />preliminary plat contingency to allow for submittal of the application for final plat approval <br />noting that said approval would be contingent upon receipt of the MPCA Certificate of <br />Completion; <br /> <br />RESOLUTION #06-07-217 <br />Page 2 of3 <br />
