ROERS RAMSEY APARTMENTS I LLC <br />DEVELOPMENT AGREEMENT <br />CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA <br />This Agreement (hereinafter the "Agreement") is dated as of this 9th day of December, 2025, and <br />is by and between the City of Ramsey, a Minnesota municipal corporation (the "CITY") and ROERS <br />RAMSEY APARTMENTS I LLC, a Minnesota limited liability company (the "PERMITTEE"). <br />Recitals <br />A. The PERMITTEE is the fee title owner of land generally known as 7979 Sunwood Drive <br />Northwest, Ramsey, MN 55303 and legally described as: <br />Lot 1, Block 7, Waterfront Village, Anoka County, Minnesota. <br />(the "Subject Property") <br />B. That on July 14, 2025, the CITY received a Land Use Application from Peter Schroeder on behalf <br />of Roers Ramsey Apartments I LLC (the "PERMITTEE") requesting approval of a Site Plan as <br />part of a proposal to construct a mixed -use building with 191 residential units and approximately <br />5,000 square feet of commercial retail space on the Subject Property, and associated site <br />improvements (cumulatively, the "New Building"). <br />C. That on October 2, 2025, the Planning Commission reviewed and recommended approval of the <br />Site Plan on the Subject Property. <br />D. That on October 14, 2025, the City Council adopted Resolution #25-234, which approved the Site <br />Plan for the proposed New Building. <br />E. The PERMITTEE intends to cause the Required Improvements to the Subject Property to be <br />constructed without financial participation by the CITY. <br />Roers Ramsey Apartments I LLC <br />Development Agreement <br />Page 1 of 9 <br />
