SECTION II <br />DEVELOPMENT FEE INFORMATION <br />The Subject Property was platted as a buildable lot of record through the "Waterfront Village" plat. <br />However, platting and development fees were not collected on the Subject Property at the time of <br />recording the "Waterfront Village" plat, as the Subject Property was owned by the City at that time. Roers <br />Ramsey Apartments I LLC is responsible for all platting and development fees associated with the Subject <br />Property. The applicable fees are listed below, based on the 2024 Rates and Charges to align with the <br />recording of the "Waterfront Village" plat, and must be paid before issuance of a building permit: <br />10. Park Dedication Fees. The PERMITTEE is responsible for satisfying applicable Park Dedication <br />Fee requirements. The PERMITTEE must pay a Park Dedication Fee of $731,152.00 (191 units <br />x $3,825 per residential unit + 4,926 square feet [0.11 acres] x $5,100 per acre for the retail space). <br />11. Trail Development Fees. The PERMITTEE is responsible for satisfying applicable Trail <br />Development Fee requirements. The PERMITTEE must pay a Trail Development Fee of <br />$286,647.00 (191 units x $1,500 per residential unit + 4,926 square feet [0.11 acres] x $1,300 per <br />acre for the retail space). <br />12. Sanitary Sewer Connection (Trunk) Fees. The PERMITTEE is responsible for satisfying <br />applicable Sanitary Sewer Trunk Fee requirements. The PERMITTEE must pay a Sanitary Sewer <br />Trunk Fee of $257,659.00 (191 units x $1,349 per residential unit). <br />13. Water Connection (Trunk) Fees. The PERMITTEE is responsible for satisfying applicable Water <br />Trunk Fee requirements. The PERMITTEE must pay a Water Trunk Fee of $383,719.00 (191 <br />units x $2,009 per residential unit). <br />14. Stormwater Management Fee. The PERMITTEE is responsible for satisfying applicable <br />Stormwater Management Fee requirements. The PERMITTEE must pay a Stormwater <br />Management Fee of $105,652.00 (191 x $550 per residential unit + 4,926 square feet [0.11 acres] <br />x $5,321 per acre for the retail space). <br />15. COR Stormwater Basin Contribution. In lieu of constructing a stormwater basin on the Subject <br />Property, the PERMITTEE must pay a Stormwater Management Fee of $49,915.00, which is <br />equal to the engineer's cost estimate of constructing a stormwater basin as provided by the <br />PERMITTEE, to contribute toward the maintenance of the regional stormwater basin adjacent to <br />the Subject Property. <br />SECTION III <br />PERMITS AND OCCUPANCY <br />16. Requirements for Building Permit. <br />a. No building permit shall be issued until the PERMITTEE has: (a) installed a Class 5 driving <br />surface to within 300 feet of the structure; (b) provided the CITY Building Official with a <br />Certificate of Survey; (c) provided the financial guaranty described in Section I Paragraph 8 to <br />the CITY; and (d) obtained all necessary permits from the Lower Rum River Watershed <br />Management Organization and has provided a copy of such permit to the CITY, if applicable; <br />and <br />Roers Ramsey Apartments I LLC <br />Development Agreement <br />Page 4 of 9 <br />
