Councilmember introduced the following resolution and moved its adoption: RESOLUTION #25-285 RESOLUTION APPROVING EARLY ACCESS AGREEMENT WITH LH ROAD LLC (WILDLIFE RESEARCH) WHEREAS, the City of Ramsey supports the growth and expansion of businesses that create jobs and increase tax base within the Ramsey City limits; and WHEREAS, LH Road LLC has interest in constructing a 36,000 square foot expansion on an adjacent property owned by the City of Ramsey legally described as Tract B, Registered Land Survey No 251 (the "Property"); and WHEREAS, the Property is encumbered by access easements by the MPCA and has uneven topography and undefined stormwater infrastructure that could be impediments to development; and WHEREAS, LH Road LLC (Wildlife Research) has asked the City of Ramsey to allow for site investigation to document existing stormwater and MPCA infrastructure on site, and to determine what soil correction is needed in order to formulate a future offer for the Property as evidenced in the Early Access Agreement reviewed and edited by the City Attorney; and WHEREAS, approval of the Early Access Agreement does not bind the City of Ramsey to sell the Property to LH Road LLC; and WHEREAS, LH Road LLC is Active and in Good Standing with the Minnesota Secretary of State. BE IT RESOLVED by the City Council (the "Council") of the City of Ramsey, Minnesota (the "City"), as follows: 1. The City hereby approves the Early Access Agreement in substantially the form submitted and the Mayor and City Administrator are hereby authorized and directed to execute the Early Access Agreement on behalf of the City. The motion for adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained:
