CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, November 25, <br />2025, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Members Absent: <br />Also Present: <br />Mayor Ryan Heineman <br />Councilmember Kirsten Buscher (arrived at 5:48pm) <br />Councilmember Eric Peters <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br />Councilmember Michael Olson <br />City Administrator Brian Hagen <br />Police Chief Brad Bluml <br />Administrative Services Director Colleen Lasher <br />City Attorney Amanda Johnson <br />Community Development Director Stephanie Hanson <br />Fire Captain of Administration Jason Sufka <br />City Planner Adam Martin <br />Community Service Officer Katie McNally <br />1. CALL TO ORDER <br />Mayor Heineman called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Quarterly Update from Fire and Police Departments <br />Fire Captain of Administration Sufka reviewed the quarterly update for the Fire Department, <br />including 2,040 calls for service, which is a 14% increase over last year. He shared that Station #1 <br />received 1,050 calls for service, Station #2 received 940 calls for service, and 50 mutual aid calls <br />between Andover, Anoka, Nowthen, Elk River, Dayton, and Oak Grove. <br />Mayor Heineman asked if they bill other cities when they provide mutual aid. <br />Fire Captain of Administration Sufka said no. <br />Councilmember Specht asked how often they receive mutual aid versus providing it. <br />City Council Work Session / November 25, 2025 <br />Page 1 of 9 <br />
