CC Regular Session <br />Meeting Date: 12/09/2025 <br />Primary Strategic Plan Initiative: Not Applicable <br />5. 9. <br />Title: <br />Authorization to Terminate a Probationary Building Inspector/Plans Examiner <br />Purpose/Background: <br />The purpose of this case is to request the City Council terminate the employment of a probationary Building <br />Inspector/Plans Examiner. <br />Mr. Joshua Guin was hired by the City Council at the June 10, 2025, City Council meeting, effective June 23, <br />2025, as a full-time Building Inspector/Plans Examiner. Mr. Guin, is subject to the 6-month probationary period <br />and the terms of the City's Personnel Policy and AFSCME union contract. The AFSCME contract includes the <br />following language: Article 17.1 NEW HIRE, REHIRE PROBATIONARY PERIOD: All newly hired or rehired <br />EMPLOYEES shall serve a six (6) month probationary period. During the probationary period, such <br />probationary EMPLOYEE may be terminated at the sole discretion of the EMPLOYER. <br />Mr. Guin's probationary period ends December 23, 2025, and he is not recommended for an extension. Mr. Guin <br />was offered the opportunity to resign, but he declined.
