6. 3. CC Regular Session Meeting Date: 12/09/2025 Primary Strategic Plan Initiative: Enhance City's communication through transparency and accountability. Title: Public Hearing: Adopt Ordinance #25-11: 2026 Schedule of Rates, Fees and Charges Purpose/Background: The City annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such items as building construction, business licenses, utility rates and planning and zoning. A listing of the schedule of rates, fees and charges is attached. The schedule outlines the proposed changes in red. Two additional changes have been added since the first reading on November 25, 2025. The changes include adding a Dangerous Dog Appeal Escrow for $1000, which is the maximum amount allowed by State Statute, and updating the Dangerous Dog Annual renewal to $500, which is the maximum amount allowed by State Statute. The renewal process for dangerous dogs involves considerable staff time to process reports and payments, verify insurance, and, in some complex situations, involves a supervisor. Notification: The 2026 proposed changes were presented and reviewed at the City Council worksession on October 28, 2025, and November 10, 2025. This ordinance was introduced by the City Council at their regular meeting on November 25, 2025. The Public Hearing Notice was published in the Anoka County Union on November 28, 2025. If Ordinance #25-11 is adopted, the rates will become effective January 1, 2026. Time Frame/Observations/Alternatives: 1. Accept the rates as proposed. 2. Hold all rates constant with 2025 rates. 3. Recommend changes that arise from input at the public hearing. Recommendation: Staffs recommendation is to adopt Ordinance #25-11: 2026 Schedule of Rates, Fees and Charges.
