6. 3. <br />CC Regular Session <br />Meeting Date: <br />12/09/2025 <br />Primary Strategic Plan Initiative: Enhance City's communication through transparency and accountability. <br />Title: <br />Public Hearing: Adopt Ordinance #25-11: 2026 Schedule of Rates, Fees and Charges <br />Purpose/Background: <br />The City annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for <br />such items as building construction, business licenses, utility rates and planning and zoning. <br />A listing of the schedule of rates, fees and charges is attached. The schedule outlines the proposed changes in red. <br />Two additional changes have been added since the first reading on November 25, 2025. The changes include <br />adding a Dangerous Dog Appeal Escrow for $1000, which is the maximum amount allowed by State Statute, and <br />updating the Dangerous Dog Annual renewal to $500, which is the maximum amount allowed by State Statute. <br />The renewal process for dangerous dogs involves considerable staff time to process reports and payments, verify <br />insurance, and, in some complex situations, involves a supervisor. <br />Notification: <br />The 2026 proposed changes were presented and reviewed at the City Council worksession on October 28, 2025, <br />and November 10, 2025. This ordinance was introduced by the City Council at their regular meeting on <br />November 25, 2025. <br />The Public Hearing Notice was published in the Anoka County Union on November 28, 2025. <br />If Ordinance #25-11 is adopted, the rates will become effective January 1, 2026. <br />Time Frame/Observations/Alternatives: <br />1. Accept the rates as proposed. <br />2. Hold all rates constant with 2025 rates. <br />3.
