The preliminary plat consists of one (1) sheet dated August 7, 2006 prepared by Hakanson <br />Anderson, and the site plan consists of seven (7) sheets dated August 3, 2006. This Letter has been <br />revised to include discussion of your submittal of revised building elevations. We offer the following <br />comments: <br />1. General: The subject property is approximately 1.1 acres in size and is located on the east <br />side of Ebony Street N.W., south of Riverdale Drive N.W. and the Superbowl facility. The <br />preliminary plat is proposing to develop 3 two-unit twinhome structures on the property. <br />2. Zoning: The property is currently zoned B-2 Business; multi-family residential dwellings are <br />not a permitted use in this district. To develop the property with twinhomes will require an <br />amendment to the Comprehensive Plan to change the land use from Places to Shop to <br />Medium Density Residential. If approved, the amendment to the Comprehensive Plan would <br />be followed up with a rezoning of the property to Planned Uzut Development, in accordance <br />with the Mississippi Overlay District regulations described below. The comprehensive plan <br />amendment and rezoning requests will be considered along with the preliminary plat and site <br />plan. R-2 Residential District requirements will be used to evaluate the plat and site plan. <br />3. Mississibt~i River Overlay District: The property is located in the Mississippi River Overlay <br />District. The City is in the process of updating the regulations in accordance with State rules. <br />Staff has used the draft code to review the proposed subdivision. All developments projects in <br />this District that include plattuig the property are required to submit a Site Development Plan. <br />However, all multi-family developments are subject to the City's general Site Plan <br />requirement and that Site Plan will satisfy the Site Development Plan requirement in the <br />Overlay District.
