Councilmember Cook stated he had received calls from a couple of residents in the Northfork <br />Addition looking for the opportunity to make Alpine Drive a Whistle Free Zone. This was <br />discussed at length by the Committee. Improvements have been completed to Ramsey <br />Boulevard, and will be coming up on Armstrong and Sunfish Lake Boulevards. It is not as easy <br />as it sounds to get these Whistle Free Zones, and they are intent on getting all the crossings <br />improved to Whistle Free requirements. The Committee discussed that improvements to Alpine <br />Drive would be included in the CIP in the future as well. <br />_2g_ <br />Public Works Director Olson stated he talked with residents in the Northfork Homeowners <br />Association, and they said they would be willing to put a petition together at a local board <br />meeting for inclusion in the future CIP. Staff has not yet seen the petition, and has not identified <br />a funding source for improvements to Alpine Drive. <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee on Case No 4 and Committee Input, and to <br />direct staff to draft a comprehensive map of possible locations for trail crossings and pedestrian <br />underpasses to be presented to the Park Board for review prior to further discussion by the Public <br />Works Committee; and to direct staff to move forward with the 167' Alignment and propose it <br />as a plan. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br />Armstrong Boulevard Reconstruction Proiect <br />Public Works Director Olson reported a plan will be prepared for the Armstrong Boulevard <br />Reconstruction project to limit the road, but keep it open for business. The railroad company <br />will not allow the road to be opened temporarily for any reason once it is closed. The project <br />will likely last from three to four weeks. Staff is proceeding with the understanding that they can <br />keep a portion of the roadway open for traffic for the businesses along Armstrong Boulevard, <br />and for this Fire Station as well. Council will be kept posted as new information arises. <br />Councilmember Elvig reported the Council has discussed a potential underpass or pedestrian <br />crossing at Armstrong Boulevard. The Committee requested to take a good look at that due to <br />the Ramsey Crossings expectations. <br />Accident at CR 5 /Alpine Drive Intersection <br />Public Works Director Olson reported staff met with the Anoka County Public Works <br />Committee on November 6; 2006, to address the accident at the intersection of CR 5 and Alpine <br />Drive. Staff informed the Committee that there was significant discussion by the Council during <br />the platting of Skyline Point regarding the concern about this intersection. A four-way stop sign <br />was installed at this intersection yesterday. Mr. Olson reported the Public Works Committee <br />also expressed concern about the intersections of Ramsey Boulevard/Alpine Drive and <br />Armstrong Boulevard/Alpine Drive, and posting the intersections with big 48-inch Stop Ahead <br />City Council /November 14, 2006 <br />Page 24 of 31 <br />
