CASE # <br />REQUEST FOR FINAL PLAT AND FINAL SITE PLAN APPROVAL FOR <br />NORTHFORK OFFICE CONDOS: <br />CASE OF SAINT ANDREWS INVESTMENT GROUP, LLC <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />The City has received a final plat application from Saint Andrews Investment Group, LLC to <br />develop the first stage of Northfork Office Condos, located north of Highway 10 and southwest <br />of the railroad right-of--way on the western border of Ramsey. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Final Plat <br />c) Grading and Drainage Plan <br />d) Final Landscape Plan <br />e) Building Elevations <br />f) Draft Planning Commission minutes from October 5, 2006 <br />g) Draft City Council minutes from October 24, 2006 <br />h) Final Plat review letter dated December 21, 2006 <br />i) Final Plat Resolution <br />j) Draft Development Agreement <br />k) Draft Development Permit <br />Notification: <br />A public hearing was held in accordance with City Code at the Planning Commission meeting <br />held on October 5~', 2006. <br />Observations: <br />Saint Andrews Investment Group, LLC is requesting Final Plat approval of a portion of the <br />proposed Northfork Office Condo project. The applicant plans to plat the first 4 buildings, and <br />complete the remainder of the approved preliminary plat later in the year. <br />The applicants intend to install the infrastructure for the entire development, (sewer, water, <br />community septic and well, driveways, and parking areas) as a part of the Final Plat for this <br />phase. A Final Grading, Drainage, and Utility Plan that indicates the construction of all <br />infrastructure has not been submitted at this time. Additionally, there are some concerns with the <br />placement of the utilities in relation to the buildings. Also, the proposed grading plan indicates <br />the intent to grade outside of the development boundaries. <br />The community septic system and well information have been submitted, and the applicant is <br />working with staff to finalize the design and location of the systems. Much of the information <br />regarding the exact location and depth of the system will need to be determined at the time of <br />-259- <br />
