CASE # '~ <br />ADOPT ORDINANCE TO REZONE PROPERTY FROM E-1 EMPLOYMENT TO <br />PLANNED UNIT DEVELOPMENT (PUD): <br />CASE OF SAINT ANDREW'S INVESTMENT GROUP, LLC <br />Background: <br />Saint Andrews Investment Group, LLC is proposing to develop approximately 11 acres within <br />West Ramsey Industrial Park located west of Alpine Drive and south of the BNSF Railroad right- <br />of-way on the western border of Ramsey. The applicant is seeking a rezoning to planned-unit- <br />development (PUD) to accommodate 15 lots on 8 acres. The ordinance was introduced on <br />October 24, 2006. <br />The following items are enclosed for your information: <br />a) Site Location Map <br />b) Site Plan <br />c) Findings of Fact adopted October 24, 2006 <br />d) Proposed Ordinance <br />Notif cation: <br />According to City Code, property owners located within 700 feet were notified of the proposed <br />rezoning at the Planning Commission meeting on October 5, 2006. <br />Observations: <br />The total development area to be rezoned is approximately 11 acres, and includes Outlot A and <br />Lot 2, Block 1 of West Ramsey Industrial Park. The applicant wishes to develop 15 buildings on <br />Outlot A, which is 8.44 acres. The minimum lot size in the E-1 Employment District is 1 acre, <br />and the site plan proposes 15 lots, approximately 8,000 square feet each. These 15 lots would be <br />further subdivided as Common Interest Community plats (CIC), resulting in up to 45 lots on the <br />8.44 acre piece. A PUD is needed because City Code does not provide standards for lots being <br />developed as common-interest-communities. In past plats, the City has utilized the PUD to <br />accommodate multiple buildings within a single development, platted as a CIC. <br />The remainder of the development area (Lot 2, Block 1) will be utilized for the community septic <br />system and well and will be encumbered with drainage and utility easements. Outlot B will <br />become right-of--way. <br />Recommendation: <br />The Planning Commission recommended that the City Council approve the zoning amendment to <br />Planned Unit Development, contingent upon Northfork Office Condos receiving final plat <br />approval. <br />-305- <br />
