<br />CASE # ~ <br /> <br />Public Hearing <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A <br />TELECOMMUNICATIONS TOWER:, CASE OF T-MOBILE USA <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />T-Mobile has submitted a request to construct a telecommunications tower on the fire station <br />property located at 15050 Armstrong Boulevard NW. This tower will serve as a replacement for <br />the existing tower at 14622 Ferret Street, NW, which will be purchased by the City as part of the <br />Ramsey Crossings redevelopment project. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site Plan and tower design <br />c) Proposed findings of fact <br />d) Proposed conditional use permit <br />e) Staff Review Letter dated December 29,2006 <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff sent out notices to all property owners within 350 feet. <br /> <br />Observations: <br /> <br />['-Mobile is requesting a conditional use permit to construct a monopole, telecommunications <br />tower on the fire station property on Armstrong Boulevard. The tower will accommodate two <br />additional users on the tower. The property is currently zoned R-l Residential, but a zoning <br />amendment is being processed by the City to rezone this parcel Public-Quasi Public, which is <br />more appropriate for the fire station site. <br /> <br />While City Code requires co-location of telecommunications towers where possible, it is staffs <br />opinion that the applicant has made a reasonable attempt to identify alternate locations. <br /> <br />The setback and height requirements for towers within the Public-Quasi Public District defer to <br />the requirements in the B-1 Business District. Front, side, and rear yard setbacks are 35, 10, and <br />30 feet, respectively. The height restriction on towers is 165 feet, and the proposed tower is 185 <br />feet. However, according to City Code, City Council has the authority to approve towers taller <br />than 165 feet, at their discretion. <br /> <br />City Staff has requested that the tower compound be shifted towards the northern property line to <br />accommodate the possibility of constructing a storage facility for the Ramsey Fire Department. <br /> <br />9 <br /> <br />
