CASE #

re

PUBLIQHEAR1NG
CONSIDER AMENDING SECTION 9.20'f~r:s-3 ~'l.JS:lNlSSDISRICT) OF CITY CODE;
CASE OF CIty OF ~SEY
By: Amy Geisler, A1lCP, A.$ociatePlanner

Background:

The City created the B-3 Business Zoning District in 2006, in anticipation of the Ramsey
Crossings redevelopment project, located westofAnnstrongB~yd and north of Highway 10.

The following items are enclosed for your information:

a) Map of proposed B-3'Business District
b) Draft B-3 Business District ordinance (deletions are marked with strikethrough, additions
are underlined)

Notification:

The public hearing was properly advertised in the Anok~ County Union.

Observations:

Since the B-3 District was established, staff has made note of several deficiencies in the code that
need to be remedied. The entire Zoning District will be master planned and is intended to contain
larger-scale, more auto-oriented commercial uses than are intended for the Town Center on the
east side of Armstrong Blvd. To accomplish this, the B-3 District was drafted to allow a significant
amount of design flexibility through the Master Planni1;1g process, rather than assuming lot-by-lot
development with specific setbacks and lot sta, ndards (as is the case in the B-1 and B-2 zoning
districts). The district contains performance standards to guide the creation of the Master Plan.

The B-3 District follows the review process outlined ,in the Planned Unit Development (PUD)
District. Once the City has approved a Master Planthat1meets the performance standards in the B-
3 District, any significant changes to the Master Plan tequirethe developer to process a revised
Preliminary Site Plan for the entire site. A final;site plaJj1wolildbe processed for each phase of the
project as they are constructed, ensuring compliance wi$theMaster Plan.

The changes Staff is proposing would clarify thl:l.t proposed developments would need to follow
the entire PUD review process, includinga. prelim, inary and final site plan. Staff is also
recommending a change to Subd. 6 b-3: Buil4iiJ1g Orien.tation, to explicitly allow more than one
building per lot. This type of development was anticip, ate~ when the B-3 District was originally
drafted, but Staff feels it is important to stat~ this e~pliCitly within the B-3 District to avoid
conflicts with other sections of City Code.

129
