<br />~ 4) <br /> <br />R-l Rural Development Standards (Cluster Subdivisions) <br /> <br />Community Development Director Trudgeon exp1~ed one option in determining how to <br />proceed with the cluster ordinance would b~ to have a lo~of public forums and include the <br />results in the 2008 Comprehensive Plan. The alternative would be an interim solution with the <br />larger issue studied more fully with the Comprehensive Plan. He explained it will be a lengthy <br />process to deal with issues such as land bankili.g. A possibility as an interim solution would be to <br />revert to 2 Y2 acre lot development. <br /> <br />Councilmember Pearson commented some of the development pressure will be eased with the <br />slow-dovvn in real estate sales. <br /> <br />Councilmember Strommen stated she would not b.e in favor of a quick fix on the cluster <br />ordinance. They should either take the time to address the ordinance correctly or back off to <br />preserve options. She suggested an interim use could be something larger than 2 Y2 acre <br />development that would still provide transition. <br /> <br />Community Development Director Trudgeon indicated a future work session will be needed to <br />discuss interim options; this process could hecompl~tedbyearly fall. A different direction will <br />need to be taken if the Council determines tluit the ordinance should be addressed now. <br /> <br />The consensus of the Council was to direct staff to proceed with the process for an interim <br />process with the cluster ordinance. <br /> <br /> <br />City Admim . or Norman reviewed that there was a Highway #10 Study completed in <br />2000/2001 to addre clean-up of the highway. It was assumed the highway would go to a <br />limited access with a si at major intersections. A frontage road would be needed and the <br />thought was to purchase prope to clean up the north side of the highway. The following year <br />the proposal was made to go to free standards, which would require the north businesses to <br />be taken out. The Highway # 1 0 Study wa . elved.This area has now been Officially Mapped, <br />with the process proceeding of purchasing $0 of the properties on the north side. He had <br />suggested staff discuss the southern area of I{ighway 0 with the EDA, as there is not a plan for <br />this area. The recommendation of the EDA was to fopn k force. Mr. Norman explained this <br />was not his recommendation; his request was dire'ction 0 hether it is. time to revisit the <br />southem corridor oftlle highway, possibly with conslfItants. <br /> <br /> <br />Councilmember Strommen explained the EDA sugg~sted a task force due the concern for the <br />businesses in this area. These business owners are lOoking for certainty on w ther they should <br />invest in their business or if their business does not have a future. She stressed th ere should <br />be discussion within the City prior to bringing in a cOllsultant in tlns study process. <br /> <br />Community Development Director TrudgeoIl stated results are getting closer for the Highw <br /># 10 preferred alignments.
