Sullivan, EcouPl.llic Development Coordinator <br /> <br />Background: <br /> <br />The City of Ramsey has been actively involved in facili1jLting. d~velopment and redevelopment in the <br />Ramsey. Tax Increment Financing is the prim8l1f method the City utilizes to fund the costs associated <br />with this development. The following resolutions Will allow these developments to proceed. <br /> <br />The following items are enclosed for your infor~u~.tion: <br /> <br />a) Resolution to the Planning Commission Finding the Modification to the Development <br />Program for Development District No. 1 and the Tax. Increment Financing Plan for Tax <br />Increment Financing District No. 11 Conform t9 the City Plans for Development of the City <br />as a Whole ( TIP No. 11 Crestview). <br />b) Resolution to the Planning Commis~ion F~4ing the Modification to the Development <br />Program for Development District No. 1 anqtheTax. Increment Financing Plan for Tax <br />Increment Financing District No. 12Conform.to the City Plans for Development of the City <br />as a Whole ( TIP No. 12 ACCAP). <br />c) Resolution to the Planning Commission Finding the Modification to the Development <br />Program for Development District No. 1 anc\the Tax Increment Financing Plan for Tax <br />Increment Financing District No. 13 Conform to the City Plans for Development of the City <br />as a Whole (TIP No. 13 Ramsey Crossings). <br />d) Resolution of the Planning Commission, City of Ramsey, Minnesota, Concerning the <br />Housing and Redevelopment Authority of the City of Ramsey, Minnesota's Redevelopment <br />Project Area Approval (Ramsey Crossing Project Area). <br /> <br />Notification: <br /> <br />All required hearings are done at the City Council4Dd HRA Meetings. <br /> <br />Observations: <br /> <br />TIP District No. 11 is a Housing district for CrestView, a senior housing project to be located in Ramsey <br />Town Center. The TIP district would assist in fmancinglthis hOlJ.sing project through the payment of <br />infrastructure improvements as well as assisting the devel~per.with development costs. A resolution is <br />needed to reflect comments by the PlaIming Commission th\tt this project is in conformance with the City <br />of Ramsey's Comprehensive Plan. <br /> <br />TIF District No. 12 is a Housing district for low to moderate income housing. TIP 12 will be used to <br />assist the ACCAP Housing project in Ramsey Town Center. The TIP district would assist in financing <br />this housing project through the payment of infrastructure. improvements as well as assisting the <br />developer with development costs. A resolution is needed to reflect comments by the Phuming <br />Commission that this project is in conformance with the CitY of Ramsey's Comprehensive Plan. <br /> <br />TIF District No. 13 is a Renewal and Renovation ciistrictjthat will allow for the redevelopment of the <br />propeliy west of Armstrong Blvd. The Ramsey City Counpil commenced condenmation proceedings on <br />all of these parcels in February of 2006 and anticipates all dfthe parcels being acquired no later thaIl July <br />of 2007. The City will work with Robert Muir Comp~y to redevelop the area known as Ramsey <br />Crossings. The project will consist of approxiJtl~tely 6f$,OOO Square Foot of retail and restaUraIlt <br />development. The TIP district would assist .'.
